Overview
Ibis Budget is a French economy hotel brand owned by Accor. It originated in 1992 as Etap Hôtel, created as part of Accor's expansion of the budget accommodation segment after the earlier launch of Formule 1. The brand was designed around a limited-service operating model: compact rooms, standardized layouts, essential bedding and bathroom facilities, and pricing intended to make overnight accommodation accessible to cost-conscious travelers. The chain initially concentrated on France and other European markets. By 2004, it had grown to 229 properties in France and 81 elsewhere in Europe. Accor subsequently prioritized Etap Hôtel's development within its economy portfolio, helping it become one of the group's principal low-price hotel concepts. In 2008, the chain received a Best Interior Design award from the European Hotel Design Awards, indicating an effort to improve the guest environment while retaining a low-cost proposition. In September 2011, Accor renamed Etap Hôtel as Ibis Budget. The change formed part of a broader restructuring that also converted All Seasons into ibis Styles and positioned ibis as an economy-focused megabrand encompassing ibis, ibis Styles and ibis Budget. The rebranding linked Ibis Budget to the wider ibis identity while preserving a more price-sensitive proposition. Accor also introduced the Sweet Bed concept across the ibis brands, upgraded mattresses and pillows, expanded digital access, and redesigned lobbies as more flexible shared spaces. The first hotel operating under the Ibis Budget name opened in Tangier, Morocco, in November 2011. Subsequent development included expansion in Spain, where the brand became the country's first super-economy hotel chain by 2013, and entry into Singapore in 2019. The brand has also tested product and service changes intended to improve value without materially increasing operating complexity. These include solar thermal collectors at a Spanish property, the Nest room concept with a pull-down bed introduced in 2017, and a rainy-day discount offer launched in 2019. Ibis Budget hotels generally compete through location, consistency, simple room design and low prices rather than extensive food, leisure or concierge services. Properties are often found near transport corridors, airports, city outskirts and other locations where efficient access is more important than a full-service urban hotel experience. Depending on the property, service may include self-service or limited-service check-in, breakfast, Wi-Fi and compact rooms designed for short stays. The brand remains part of Accor's broader economy and midscale hotel system and operates through a combination of managed, franchised and other hotel arrangements. The final property still using the Etap Hôtel name, in Belfast, officially changed to Ibis Budget on 1 December 2024. As of 31 December 2025, the brand was reported to manage 592 hotels containing 63,722 rooms worldwide.
History
Ibis Budget began in France in 1992 under the name Etap Hôtel. Accor created the chain after the successful 1985 launch of Formule 1, seeking to develop a second economy concept with a distinct product and operating approach. Etap Hôtel emphasized standardized, affordable rooms and limited services, allowing the group to serve guests who prioritized price and basic convenience over the facilities of a full-service hotel. The chain expanded rapidly in its home market and across Europe. By 2004, it had 229 locations in France and 81 additional properties elsewhere in Europe. Accor increasingly favored Etap Hôtel for growth within its budget portfolio, while the chain developed a recognizable position between very basic roadside lodging and more conventional limited-service hotels. Its design was sufficiently developed to receive the Best Interior Design award at the European Hotel Design Awards in 2008. A major identity change occurred in September 2011, when Accor renamed Etap Hôtel as Ibis Budget. The move was part of a larger effort to organize the group's economy brands under the ibis umbrella. At the same time, All Seasons became ibis Styles, and ibis was developed as a broader economy megabrand. The Ibis Budget name connected the former Etap Hôtel network with the more widely recognized ibis identity while communicating its lower-price positioning. Accor also rolled out its Sweet Bed design across the ibis brands, upgraded sleep-related components and digital access, and rethought lobbies as shared living and working spaces. The first newly branded Ibis Budget hotel opened in Tangier in November 2011. During the 2010s, the brand continued to expand and refine its offer. In Spain, it was described as the country's first super-economy hotel chain by 2013, with 15 hotels. A Spanish property also tested solar thermal collectors designed to generate useful energy in conditions including rain and nighttime operation. In April 2017, the Nest room format was introduced with a pull-down bed, using room space more efficiently while retaining the brand's compact accommodation model. In January 2019, Ibis Budget experimented with a rainy-day discount, connecting price promotion with local weather. Later that year, the brand entered Singapore. The transition away from the Etap Hôtel identity was completed in stages. Belfast retained the last remaining hotel using the old name until the property officially became Ibis Budget on 1 December 2024. The building's ownership context also changed when its operator, then known as AccorInvest and subsequently Essendi, sold the property to Andras House in March 2024; this was a property transaction rather than a change to the Ibis Budget brand's ownership. Ibis Budget's business model remains centered on essential comfort at a budget price. Hotels commonly use compact standardized rooms, simplified service procedures and locations near roads, airports, public transport or city edges. The brand is part of Accor's international hotel portfolio and has expanded beyond France and Europe into markets including Morocco and Singapore. A reported year-end 2025 network of 592 hotels and 63,722 rooms illustrates the scale of the brand's global operating footprint.
