Overview
VolgaTelecom was a Russian telecommunications company headquartered in Nizhny Novgorod. It was created in 2002 during the restructuring of Svyazinvest, a state-linked telecommunications holding structure that consolidated numerous regional service providers into a smaller number of interregional operating companies. VolgaTelecom became the interregional operator for a large part of the Volga area and combined the assets and activities of several regional communications enterprises. The company was formed on the basis of Nizhegorodsvyazinform and incorporated operations associated with regional providers in Kirov, Orenburg, Penza, Samara, Saratov, Ulyanovsk, Mari El, Mordovia, Udmurtia and the Chuvash Republic. The reorganization was intended to create larger regional telecommunications businesses with broader infrastructure, greater operating scale and a more unified commercial presence than the separate local companies could achieve individually. VolgaTelecom provided telecommunications services across the Volga Federal District. Its activities included mobile communications and internet access, alongside the broader regional communications operations inherited from its constituent providers. The company was among the larger operators in its market and served both residential and business users. At the end of 2006, it reported 5.123 million users, illustrating the scale of its regional footprint at that stage of its development. VolgaTelecom emerged from the restructuring of Svyazinvest's regional telecommunications holdings in 2002. This structure gave the new company a broad operating footprint across the Volga Federal District and related Russian territories. From its base in Nizhny Novgorod, VolgaTelecom operated as a major regional telecommunications provider. Its service activity included mobile communications and internet communications, while its inherited network and regional businesses supported a wider telecommunications portfolio. The company served a large user base and represented the interregional model favored by the Svyazinvest restructuring. By the end of 2006, it was reported to provide services to 5.123 million users. VolgaTelecom's development took place during the expansion and modernization of the Russian telecommunications market.
