Overview
Shoppers World Brampton is an indoor shopping mall on Main Street South in Brampton, Ontario, Canada. It opened in 1969 as Brampton’s first indoor mall and developed from a planned suburban retail project into a large community shopping complex serving Brampton and the wider Peel Region. The centre has historically combined department stores, supermarkets, discount retailers, apparel shops, restaurants, personal services, specialty merchants, and entertainment uses. At different points in its history, its anchors and major tenants included Kmart, Dominion, Canada Safeway, Simpsons, The Bay, Zellers, Target, Canadian Tire, Staples, Winners, and other national and regional operators. The mall’s origins date to the early 1960s, when Elder Mines & Development Ltd. and Peel Village Developments planned Shoppers World Danforth and subsequently created Peel-Elder Limited. Peel-Elder developed the Brampton project on farmland acquired by company executive Charles F. Watson. Early plans contemplated a substantial suburban centre with grocery and department-store tenants, dozens of smaller shops, a theatre, bowling alleys, and supporting residential development. Although initial plans described more than fifty stores, the 1969 opening featured approximately twenty-five stores, including Kmart, Dominion, and Canada Safeway. The centre expanded rapidly in the early 1970s. Simpsons announced a major department-store location in 1971, and a 1972 expansion increased the mall to approximately 118 stores and 600,000 square feet. The expansion was associated with broader development ambitions for the surrounding Peel Village area, including housing, a hotel and convention facility, and office space. The scale of the project prompted debate over municipal planning and zoning decisions, but the expansion proceeded. Ownership and redevelopment activity continued through the late twentieth century. Peel-Elder was associated with the Kesmark group, linked to Dylex chairman James Kay, before the mall was sold to Carena-Bancorp Holdings in 1983. A major “Phase Two” renovation opened in March 1982, adding roughly thirty stores and bringing the reported store count to about 185. The complex also briefly hosted the White Water indoor water park from 1984 to 1985. By the late 1990s, the property was owned by Pensionfund Realty, and in approximately 2000 OMERS exchanged the shopping centre for an equity interest in RioCan. RioCan subsequently became the mall’s owner. The tenant mix has repeatedly changed in response to retail consolidation and the growth of big-box formats. Canadian Tire opened a large replacement store on the Main Street side in July 2001, requiring the removal of an earlier bus terminal and part of an internal mall corridor. Staples later occupied space associated with former department-store and specialty-retail tenants. The Bay closed in 2007, followed by the replacement of a former Price Chopper grocery store by Oceans Fresh Food Market in 2008. Oceans closed its Shoppers World location in November 2024 and was reported as preparing to relocate to Orion Gate Plaza. A Target store opened in the former Kmart and Zellers space in March 2013 as one of the first 24 Target locations in Canada. Target withdrew from the Canadian market in 2015, and the space was subsequently used by operators including Giant Tiger, GoodLife Fitness, Staples, and JYSK. The former Simpsons, The Bay, and Sears space at the northeast end of the mall was demolished in late 2010. The resulting redevelopment shifted many premises toward exterior-facing access rather than a fully enclosed mall configuration. Today, Shoppers World Brampton remains an active retail property, although its role has changed as newer regional centres such as Bramalea City Centre and Heartland Town Centre have attracted some of the traffic once associated with the mall. It continues to be distinguished by a diverse tenant base, national anchors, ethnic and independent retailers, serv…
History
Shoppers World Brampton emerged from the suburban development activity of Elder Mines & Development Ltd. and Peel Village Developments. After the developers combined as Peel-Elder Limited, they acquired and developed farmland in Brampton for a planned retail centre connected with the surrounding Peel Village community. Early proposals envisioned a centre with grocery, department-store, apparel, footwear, drugstore, banking, entertainment, and leisure uses. The project was intended to contain more than fifty stores, although the mall opened in 1969 with approximately twenty-five tenants. Its principal early anchors were Kmart, Dominion, and Canada Safeway. The centre expanded soon after opening. Simpsons announced a Brampton department store in 1971, and the 1972 expansion increased the mall to about 118 stores and 600,000 square feet. The expansion formed part of a larger development vision that included residential buildings and possible hotel, convention, and office uses. Planning and zoning aspects of the growth attracted criticism, including allegations that political influence had affected the planning process; Ontario Premier and local MP Bill Davis denied that his office had exerted influence. Ownership became associated with Kesmark Development Limited and the wider Dylex business network. A major renovation known as Phase Two opened on March 10, 1982, adding roughly thirty stores and expanding the centre’s retail offer to approximately 185 stores. Kesmark Developments was sold to Carena-Bancorp Holdings in December 1983. The centre briefly included the White Water indoor water park from 1984 to 1985. By 1997 the property was held by Pensionfund Realty, a private real estate company backed by institutional investors. Around 2000, OMERS exchanged the property for a 2.5 percent interest in RioCan Real Estate Investment Trust, with RioCan financing the balance of the reported transaction value through a mortgage and becoming the mall’s owner. The tenant and physical configuration of Shoppers World changed repeatedly as traditional department stores gave way to big-box and specialty formats. Canadian Tire opened a major store in July 2001, requiring demolition of the first bus terminal and part of an internal corridor. The former Simpsons and later The Bay and Sears space was eventually demolished in 2010, with replacement premises oriented more toward exterior entrances. The Bay closed in 2007, while a former Price Chopper grocery unit was replaced by Oceans Fresh Food Market in 2008. Oceans later closed in November 2024 and was expected to relocate nearby. Target opened in March 2013 in space formerly occupied by Zellers and Kmart. It was among the first group of Target stores launched in Canada, but Target exited the Canadian market in 2015. The space was then divided among tenants including Giant Tiger, GoodLife Fitness, Staples, and JYSK. These changes illustrate the mall’s continuing adaptation to retailer failures, market consolidation, and the growing importance of large-format stores. The mall remains active but operates in a more competitive environment than during its period of greatest regional dominance. Bramalea City Centre and Heartland Town Centre have absorbed some of the traffic and functions once associated with Shoppers World. Nevertheless, the property retains a community role through national retailers, independent merchants, multicultural food and grocery businesses, services, and family-run stores. In 2019 RioCan proposed a long-term redevelopment into a mixed-use neighbourhood with approximately 5,000 homes. The application entered public planning discussions in 2020, with a development horizon potentially extending to about 2040.
