Overview
Saldanha Steel was a major steelmaking facility on South Africa’s Cape west coast, near Saldanha Bay and approximately 10 kilometres from the environmentally sensitive wetlands around Langebaan Lagoon. It was originally established as a partnership between Iscor Limited, South Africa’s former state-linked steel producer, and the Industrial Development Corporation (IDC). Following changes to the ownership and structure of Iscor’s mining and steel businesses, the facility became associated with Iscor and later with Mittal Steel South Africa, now ArcelorMittal South Africa. The plant was commissioned in 1998 after an investment reported at approximately R6.8 billion. Its planned production capacity was about 1.25 million tonnes of hot-rolled carbon-steel coil per year. The facility was designed around a relatively distinctive process route that avoided the conventional blast-furnace-and-coke model used at many integrated steelworks. Instead, it combined Corex ironmaking with Midrex direct reduction, a Conarc melting arrangement, and downstream hot rolling. This configuration allowed the plant to use iron-ore lump and pellets, coal, and coke in a gasification and reduction sequence, while using purified Corex off-gas as the reducing medium for the Midrex process. The production complex included ore storage and processing infrastructure, Corex and Midrex reduction units, gas treatment equipment, a vacuum pressure swing adsorption plant, a meltshop, electric-arc/basic-oxygen hybrid Conarc furnaces, a hot-strip rolling facility, and an air-separation plant supplying oxygen, nitrogen, and argon. The rolling line could reduce slabs into thin sheet and coil, with tempering and coil-splitting capabilities for customer requirements. The principal commercial output was hot-rolled carbon-steel coil rather than a broad consumer-facing product portfolio. Saldanha Steel operated as an industrial supplier within the steel value chain, serving downstream manufacturing and fabrication requirements rather than functioning as a consumer brand. Its location on the coast supported access to bulk raw materials and shipping infrastructure, although the proximity of the plant to sensitive wetlands also made environmental considerations part of the facility’s operating context. The mill was ultimately unable to continue operating commercially. In 2020, ArcelorMittal South Africa shut down and mothballed the Saldanha works. The closure resulted in the loss of approximately 1,500 jobs. History
Saldanha Steel was developed on South Africa’s west coast as a major steelmaking investment involving Iscor Limited and the Industrial Development Corporation. The project formed part of South Africa’s effort to expand domestic industrial capacity and establish a modern coastal works capable of producing flat steel products. The plant was built near Saldanha Bay, roughly 10 kilometres from the wetlands associated with Langebaan Lagoon, and was commissioned in 1998. The facility represented a technologically unusual approach to integrated steel production. Ownership and corporate control evolved alongside the restructuring of Iscor’s mining and steel assets. The IDC became a significant shareholder in Iscor, and the steel operation later became part of Mittal Steel South Africa before entering the ArcelorMittal South Africa structure. Saldanha’s coastal location provided an important setting for a large raw-material and steel-processing complex, but it also placed the works close to ecologically sensitive areas. The plant’s industrial scale, process technology, and environmental setting made it one of the more distinctive steel facilities in the South African industry. In 2020, ArcelorMittal South Africa shut the mill and placed it into mothball status. The closure reflected the end of active operations at Saldanha and caused the loss of approximately 1,500 jobs.
