Overview
Mahanagar Telephone Nigam Limited, commonly known as MTNL, is an Indian public telecommunications company established by the Government of India in 1986 to manage telephone services in the country's two principal metropolitan markets, Delhi and Mumbai. Its name can be translated as Metropolitan Telephone Corporation. The company inherited and developed operations in cities with much older telephone histories: Mumbai's first telephone exchange began operating in 1882, while Delhi's first telephone system was established in 1911. For much of its early history, MTNL was the state-controlled incumbent and held a monopoly over fixed-line telecommunications in Delhi and Mumbai. That position changed after the Indian telecommunications market was opened to competing service providers in 1992. The liberalisation of the sector placed MTNL under pressure from private mobile, broadband and fixed-line operators, but the company continued to operate as a major public-sector provider in its designated metropolitan circles. The government also decided that MTNL would be merged with Bharat Sanchar Nigam Limited. Pending completion of that process, MTNL operates as a subsidiary of BSNL. History
MTNL's history is rooted in the development of India's urban telephone networks. In Mumbai, then Bombay, the first telephone exchange began operating on 28 January 1882. Delhi's first telephone system followed in 1911. These early networks formed part of the telecommunications infrastructure later administered by the Indian state. The Government of India created Mahanagar Telephone Nigam in 1986 to take responsibility for telephone services in Delhi and Mumbai. The company's remit was geographically narrower than that of the national operator serving the rest of India, but the two metropolitan areas were among the country's most commercially important communications markets. MTNL became the incumbent provider of fixed-line services in those cities and for a period operated as a monopoly. That operating environment changed in 1992, when India began opening the telecommunications sector to other service providers. The end of exclusivity meant that MTNL had to compete in voice, mobile and data services while continuing to maintain a large legacy fixed-line network. On 23 October 2019, the Government of India announced a revival package for BSNL and MTNL, including spectrum, asset monetisation, financing measures and a voluntary retirement scheme. It also decided that MTNL should be merged with BSNL. Pending completion of that corporate integration, MTNL became a subsidiary of BSNL. The company's current identity is therefore tied both to its historic metropolitan networks and to the continuing consolidation of India's public-sector telecommunications operations.
