Overview
Internet.org is a global connectivity initiative launched by Facebook, now Meta Platforms, in 2013. It was created as a partnership with Samsung, Ericsson, MediaTek, Opera Software, Nokia, Qualcomm and other network operators, with the broad objective of making Internet access more affordable and extending connectivity to people in less-developed and underserved markets. The initiative combined several approaches: reducing the cost of mobile data, encouraging telecommunications operators to offer zero-rated access to selected services, developing technical standards for low-bandwidth websites, supporting local and international content providers, and investigating new infrastructure such as drones, satellites and free-space optical communications. At launch, Mark Zuckerberg presented Internet connectivity as a basic enabler of education, employment, health information, communication and economic participation. The initiative followed earlier Facebook programs such as Facebook Zero, which provided limited access to Facebook through participating mobile networks. Internet.org sought to go beyond a single social-networking service by creating a package of selected websites and tools that could be accessed without ordinary data charges or with reduced data costs. The service was initially introduced in Zambia in 2014 and subsequently expanded through partnerships with carriers in countries including Tanzania, Kenya, Colombia, Ghana, India, the Philippines, Guatemala, Indonesia, Malawi, Pakistan, Senegal, Bolivia, Angola, South Africa, Egypt, Iraq, Nigeria, Madagascar, Myanmar, Algeria and Belarus. The consumer-facing service associated with the initiative was renamed Free Basics in September 2015. Free Basics generally offered access to a limited set of websites, often including Facebook, information services, health or education resources and locally selected content. In May 2015, Facebook announced the Internet.org Platform, an attempt to open participation to developers whose services met requirements concerning broad Internet discovery, efficient data use and compatibility with basic mobile devices. The platform model was intended to address criticism that Facebook acted as a gatekeeper, although the selection criteria and the zero-rating structure remained controversial. Internet.org also included longer-term infrastructure experiments. Facebook established a Connectivity Lab in 2014 after acquiring drone technology from Ascenta. The lab investigated solar-powered aircraft, low-Earth-orbit and geosynchronous satellites, and laser-based free-space optical links. Facebook and Eutelsat later leased capacity on the planned AMOS-6 satellite for an African connectivity project, but the satellite was destroyed in a launch-pad explosion in September 2016. The initiative also explored cooperation with Google's Project Loon, while Zuckerberg emphasized partnerships with existing telecommunications providers as a more immediate way to lower access costs for people already within cellular coverage. The initiative became especially prominent in the debate over net neutrality. Critics argued that providing free access only to selected services created a walled garden, disadvantaged services excluded from the list, and could make users equate Facebook with the Internet. Indian startups, journalists, digital-rights advocates and regulators challenged the arrangement between Facebook, Internet.org and Reliance Communications. India's Telecom Regulatory Authority ultimately prohibited discriminatory data tariffs in February 2016, effectively banning Free Basics in the country; Facebook withdrew the service two days later. History
Internet.org was launched on August 20, 2013, as a Facebook-led partnership intended to address the cost and availability barriers that prevented many people from using the Internet. In September 2015, the principal consumer service was renamed Free Basics. The Indian dispute intensified during the consultation process conducted by the Telecom Regulatory Authority of India. Digital-rights groups, journalists and startups criticized the campaign supporting Free Basics and objected to the service's restricted selection of websites. TRAI also criticized Facebook's handling of its consultation process, including the way feedback was solicited and presented. In February 2016, India adopted regulations prohibiting discriminatory tariffs for data services. Free Basics was consequently barred, and Facebook withdrew the platform from India on February 11. Other deployments had distinct regulatory and commercial outcomes. In Egypt, the service operated for a limited period in 2015 before the national regulator ended it after Facebook reportedly declined to provide surveillance capabilities. In January 2016, Google left the Free Basics platform in Zambia. The initiative nevertheless continued to operate or be introduced in additional countries, including Nigeria, Madagascar, Myanmar, Algeria and Belarus. In 2017, Facebook and Bharti Airtel launched Express Wi-Fi in India, a related but distinct approach based on local Wi-Fi operators. Internet.org's historical importance rests on this combination of reach and controversy. It helped put affordable connectivity, mobile zero-rating and experimental infrastructure at the center of the technology industry agenda. At the same time, its restricted-service model generated sustained criticism that a private platform was shaping the boundaries of Internet access. By April 2018, the broader Internet.org ecosystem was reported to have reached 100 million users. A later Bangladesh deployment with Robi was reported in 2021, showing that the initiative's carrier-partnership model continued to appear in selected markets.
