Overview
Hrvatska pošta, literally Croatian Post, is the national postal operator of the Republic of Croatia. It is a state-owned joint-stock company responsible for universal postal services throughout the country, including the acceptance, sorting, transportation and delivery of domestic and international mail. Its activities extend well beyond traditional letter post: the company operates parcel and express-delivery services, manages a large network of post offices, provides selected banking and payment services, sells postal and retail products, and issues the postage stamps of the Republic of Croatia. The modern company was created in 1999 when Hrvatska pošta i telekomunikacije, the public enterprise established in 1990 to combine postal and telecommunications activities, was divided into separate postal and telecommunications companies. The postal business has operated independently since that separation. Its institutional roots therefore reach back to the public postal and telecommunications system that succeeded the former PTT-promet structure, while its current corporate identity dates from 1999. Hrvatska pošta remains one of Croatia’s largest service and retail networks. Its organization is divided into Post, Network, Express and Support divisions. The Post Division handles the movement and delivery of letter-post items; the Network Division manages post offices and customer access points; the Express Division operates the Paket24 parcel and express business; and the Support Division covers areas such as finance, property and other centralized functions. Operations are organized across six regions and supported by sorting facilities in Velika Gorica, Split, Zadar, Osijek, Slavonski Brod, Bjelovar and the Rijeka area. Parcel logistics have become increasingly important as e-commerce and customer expectations have changed. A large package-sorting center opened in Velika Gorica in 2019, with an area of approximately 32,000 square meters and a stated processing capacity of up to 15,000 parcels per hour. A further sorting center opened in the Bakar-Kukuljanovo industrial zone near Rijeka in 2022, serving Istria, Primorje and Gorski Kotar. Together with other infrastructure investments, these projects formed part of the company’s largest investment cycle. Paket24 also expanded through parcel lockers installed from 2021 and through the acquisition of Locodels, a company focused on same-day urban delivery. The company’s service portfolio includes ePost, an electronic platform for sending and receiving documents, paying bills and storing records in a secure digital archive. Through the Bank at the Post cooperation with Hrvatska poštanska banka, customers can access account, cash and payment services in post offices; the arrangement was later extended to business customers. Hrvatska pošta has also experimented with newer technology and financial products, including cryptocurrency exchange services operated with Electrocoin and a series of physical-digital crypto stamps incorporating blockchain-based digital components. Hrvatska pošta is also an important cultural institution. It has issued Croatian postage stamps since 1991, beginning with a regular stamp depicting the Zagreb–Dubrovnik Airport and a commemorative issue marking Croatian independence. Its stamp program covers national history, culture, natural heritage, transport and other themes, and Croatian issues have received international recognition. The company has additionally supported social initiatives through the Croatian Post Foundation, formerly known as the Vaša pošta Foundation, which assists young people leaving institutional or foster care. Internationally, Hrvatska pošta was a co-founder of PostEurop and became a member of the International Post Corporation in 2019. The company has also pursued operational modernization and environmental measures, including the expansion of an electric vehicle fleet and a stated ambition to reach carbon neutrality by 2040. Following damage to its former Zagreb headquarters in the 2020 earthquake, the company temporarily relocated and subsequently established its permanent headquarters in Velika Gorica in 2023, adjacent to its newer parcel-sorting infrastructure.
History
The institutional history of Hrvatska pošta is connected to the postal and telecommunications administration that operated in Croatia before the creation of the modern company. In 1990, the Croatian Parliament established Hrvatska pošta i telekomunikacije, commonly abbreviated as HPT, as a public enterprise responsible for both postal and telecommunications services. HPT succeeded the former PTT-promet structure and assumed the rights and obligations of thirteen entities within that earlier national system. HPT initially included central administrative, economic, legal, personnel, internal-control and audit functions, together with separate postal and telecommunications directorates. The two businesses increasingly operated as technologically distinct activities, reflecting a broader international trend toward separating postal operations from telecommunications. In 1999, HPT was divided into Hrvatska pošta and Hrvatska telekomunikacija. Hrvatska pošta then continued as an independent joint-stock company and became the national postal operator. The company’s role expanded from universal letter-post provision into a broader service network. It continued to accept, sort, transport and deliver postal items across Croatia and internationally, while developing parcel, express, payment, retail and electronic services. It also retained responsibility for issuing the country’s postage stamps. Hrvatska pošta was a co-founder of PostEurop, the association representing European public postal operators, and joined the International Post Corporation in July 2019. Parcel logistics and digital commerce have been important areas of modernization. In October 2019, Hrvatska pošta acquired Locodels, a company focused on same-day delivery in Croatian cities. In early 2020, it participated in a drone-delivery pilot with AIR-RMLD, testing a route from Zadar’s Gaženica port to Preko on Ugljan Island. The company began deploying Paket24 parcel lockers in April 2021, adding self-service collection and dispatch points to its conventional delivery network. Infrastructure investment has followed the growth of parcel volumes. Construction of a new sorting center in Velika Gorica began in May 2017. The facility opened in September 2019 and became the largest single investment in Hrvatska pošta’s history at that time. It covers approximately 32,000 square meters and was designed for processing up to 15,000 parcels per hour. In March 2022, an additional facility opened in Bakar-Kukuljanovo near Rijeka. The two projects formed part of an investment cycle reported by the company as totaling approximately 160 million euros. The 2020 Zagreb earthquake affected the company’s former headquarters at the General Post Office in Jurišićeva Street near Ban Jelačić Square. Hrvatska pošta moved its headquarters to a former package-sorting site near Zagreb’s main railway station before making Velika Gorica its permanent headquarters in September 2023. The new location is adjacent to the major parcel facility and reflects the increasing importance of logistics in the company’s operating model. Hrvatska pošta has also pursued technological and environmental initiatives. It operates ePost for electronic documents, messages, bill payment and digital archiving. Its Bank at the Post arrangement with Hrvatska poštanska banka enables banking and payment transactions through post offices, including services for businesses after the program’s expansion in 2020. In cooperation with Electrocoin, the company introduced cryptocurrency redemption in selected post offices in 2019 and expanded the service to cryptocurrency sales in 2021. Its crypto-stamp program combined physical postage with blockchain-based digital collectibles. The first Croatian crypto stamp was issued in 2020, followed by further editions in 2020, 2021, 2022, 2023 and 2024. Hrvatska pošta has also expanded electric mobility, reporting a fleet of more than 400 electric vehicles, bicycles, mopeds, quadracycles and vans, and has stated an objective of becoming carbon neutral by 2040. Alongside its commercial and public-service activities, the company established the Vaša pošta Foundation in 2011, later renamed the Croatian Post Foundation, to support children and young people without adequate parental care.
