Overview
Hellenic Telecommunications Organization, commonly known as OTE, is Greece's principal integrated telecommunications company and the central operating company of the OTE Group. Established in 1949 as Greece's state telecommunications organization, it developed the country's fixed-line telephone network and later expanded into broadband, mobile communications, television, information and communications technology, and related digital services. The company is headquartered in Athens and remains listed on the Athens Stock Exchange under the ticker HTO. OTE's business covers consumer and enterprise connectivity. Its consumer portfolio includes fixed voice, fiber and other broadband access, mobile voice and data, pay television, and bundled communications packages. Enterprise activities include connectivity, managed communications, cloud-related services, data-center and information-technology solutions, cybersecurity, and other digital infrastructure services. The company also operates networks that support Greece's transition from legacy copper infrastructure to next-generation fiber and mobile broadband. The COSMOTE name became OTE's principal commercial brand for mobile and, increasingly, for the wider consumer communications portfolio. In the mid-2010s OTE consolidated its consumer-facing brands under COSMOTE, while retaining OTE as the corporate and legal identity. The combination gives the group a single market presence across fixed, mobile, broadband, television, and digital services rather than presenting these as unrelated businesses. OTE was progressively transformed from a state-controlled monopoly into a commercially oriented listed company. The Greek state's privatization program reduced its holding over time, and Deutsche Telekom became the strategic shareholder during the late 2000s. Under Deutsche Telekom's control, OTE became more closely integrated with the group's European telecommunications activities. OTE previously had substantial operations outside Greece, including the COSMOTE mobile business in Romania and other regional activities, but it subsequently concentrated more strongly on Greece. The sale of Telekom Romania's fixed-line business in 2021 marked a major step in that geographic refocusing. In Greece, OTE competes across most major communications categories and has invested in mobile network modernization, 5G, fiber-to-the-home, and digital entertainment. Its scale makes it a significant infrastructure operator as well as a retail service provider. The company serves households, small businesses, large enterprises, and public-sector customers. Its current strategic emphasis is generally associated with higher-capacity fixed and mobile networks, converged services, digital platforms, operational efficiency, and shareholder returns. OTE's public disclosures and corporate communications use both OTE and COSMOTE depending on whether the subject is the listed company, the group, or a customer-facing product and brand.
History
OTE was created in 1949 as Greece's national telecommunications organization, taking responsibility for the country's fixed telephone infrastructure and related telecommunications services. For much of the postwar period it operated in a highly protected and effectively monopolistic environment. Its network was essential to national communications, but the organization also faced the technological and administrative challenges associated with moving from a state utility model toward a competitive telecommunications market. Greece's telecommunications liberalization and privatization process changed OTE's role. Shares were gradually offered to investors and the company became a listed enterprise, while regulatory reforms opened markets to competing fixed-line, mobile, and internet providers. OTE responded by expanding beyond traditional voice telephony into digital subscriber line broadband, mobile communications, enterprise networking, pay television, and information-technology services. The COSMOTE mobile business became especially important to the group's growth and regional profile. The company developed a broader regional presence during the 1990s and 2000s. Through COSMOTE and other group activities, it operated or held interests in telecommunications businesses in southeastern Europe, including Albania, Bulgaria, and Romania. This expansion made OTE one of the more significant telecommunications groups in the region, but it also increased the complexity of the business and exposed it to different regulatory, economic, and competitive conditions. Deutsche Telekom became OTE's strategic shareholder in 2008 through an agreement involving the Greek state and Marfin Investment Group. The transaction aligned OTE with one of Europe's largest telecommunications groups and was followed by further changes in the shareholder structure. Deutsche Telekom later became the controlling shareholder. OTE continued to trade publicly in Athens, but its operating and strategic direction became more closely connected with Deutsche Telekom's European portfolio. During the 2010s OTE sought to simplify its brand architecture and present a more coherent consumer proposition. In 2015 the group brought its consumer communications activities under the COSMOTE brand. OTE remained the name of the legal entity, listed company, and group, while COSMOTE became the principal customer-facing identity for mobile, fixed, broadband, television, and related services. This consolidation accompanied investment in faster mobile networks, broadband capacity, television content, and integrated household packages. The group later pursued a more focused geographic strategy. In Romania, OTE and Deutsche Telekom sold Telekom Romania Communications, the fixed-line operator, to Orange Romania in a transaction completed in 2021. OTE retained its Romanian mobile interests at that stage, but the disposal reduced the group's exposure to the fixed-line Romanian market. The strategic direction increasingly centered on Greece, where OTE remained the largest integrated operator and a major owner and investor in national digital infrastructure. In Greece, the business has moved from legacy copper voice networks toward fiber access, high-speed broadband, 4G and 5G mobile services, and digital entertainment. Its enterprise division has expanded beyond basic connectivity into managed networks, cloud-related solutions, cybersecurity, data-center services, and broader ICT integration. OTE also participates in national digital-transformation and connectivity initiatives through its infrastructure and business-services capabilities. Michael Tsamaz led OTE for many years during its modernization, brand consolidation, and network-investment period. In 2024 Kostas Nebis became chairman and chief executive, beginning a new management phase. OTE remains an active publicly traded company, controlled by Deutsche Telekom, with its main operations and strategic emphasis in Greece and a consumer presence largely organized around COSMOTE.
