Engineers India Limited, commonly known as EIL, is an Indian public-sector engineering consultancy, industrial technology provider, and technology licensing company. Established in 1965, it was created to build indigenous engineering capability for India’s hydrocarbon industry and to reduce reliance on imported technical services and process know-how. The company’s traditional work has centered on petroleum refining, petrochemicals, pipelines, terminals, fertilizer plants, and related energy infrastructure, where it can provide integrated engineering, procurement assistance, construction management, commissioning support, project management, and technology services. EIL’s corporate base is at Bhikaji Cama Place in New Delhi. Its operating network includes a research and development complex in Gurugram, a Mumbai branch office, and regional offices in Kolkata, Chennai, and Vadodara. In 2021, EIL entered downstream oil and gas ownership more directly by acquiring a minority interest in Numaligarh Refinery Limited in Assam as part of a consortium led by Oil India. The transaction involved the purchase of a stake previously held by Bharat Petroleum Corporation. This represented a shift from EIL’s traditional consultancy and project-services role toward selective participation in operating energy assets. The company’s international work includes engineering, design, and construction-supervision assignments for refineries, pipelines, and power plants across Africa, Asia, Latin America, and the Middle East. Engineers India was incorporated on 15 March 1965 as Engineers India Private Limited. Its formation followed a memorandum of agreement dated 27 June 1964 between the Government of India and Bechtel International Corporation. The purpose of the arrangement was to establish an Indian engineering organization capable of supplying indigenous technical expertise for hydrocarbon projects, particularly at a time when India was developing its industrial and energy infrastructure. Bechtel withdrew from the company in May 1967, after which Engineers India became a wholly owned enterprise of the Government of India. Under public ownership, the company developed from a technical consultancy focused primarily on oil and gas into a broader engineering, project-management, and technology organization. Its work came to cover refinery and petrochemical facilities, pipelines, terminals, fertilizers, chemicals, metallurgy, and other process industries. The company’s role generally spans the project life cycle, from feasibility and basic engineering through detailed design, procurement support, construction supervision, commissioning, and project management. EIL established its headquarters in New Delhi and developed additional technical and regional facilities. Its Gurugram research and development complex became a base for technology development conducted both internally and with external partners. Certification Engineers International Limited operates as a wholly owned subsidiary, while Ramagundam Fertilizers and Chemicals Limited was established as a joint venture to strengthen EIL’s presence in fertilizers.
