Desertec is a nonprofit renewable-energy organization and policy concept centered on producing electricity in the world's sunny desert regions. The Ouarzazate solar complex in Morocco, also known as the Noor project, began construction in 2013 and was completed in stages through 2018. The Benban Solar Park in Egypt was built from 2018 and completed in 2019. These projects were not equivalent to the original Europe-wide Desertec export vision, but they demonstrated that large desert solar developments could be built in the region. The foundation later continued to study North Africa-to-Europe interconnection options and promoted dialogue among policymakers, utilities, banks, and researchers. History
The Desertec idea developed from concern about energy security, climate change, and the unequal distribution of renewable resources. German physicist Gerhard Knies formulated a widely cited observation after the 1986 Chernobyl accident: the world's deserts receive enormous quantities of solar energy, potentially enough to support human electricity needs if suitable technologies and transmission systems could be developed. The idea was subsequently advanced through the Trans-Mediterranean Renewable Energy Cooperation, a voluntary network founded in 2003 by the Club of Rome and Jordan's National Energy Research Center. The Moroccan Agency for Sustainable Energy, established in 2010, pursued a national renewable-energy program that included the Ouarzazate solar complex. Construction began in 2013, the first phase was completed in 2016, and later phases were completed by 2018. Egypt's Benban Solar Park, constructed from 2018 and completed in 2019, became another major example of utility-scale solar deployment in the region. The original Dii structure was ultimately dissolved in its former form after most shareholders and the Desertec Foundation withdrew. Remaining participants and advisers created Dii GmbH, later associated with the Dii Desert Energy name and based in Dubai. That organization is separate from the Desertec Foundation and adopted a broader clean-energy market-enabler and advisory role. Desertec itself continued as a nonprofit advocate and knowledge platform rather than as a project developer or electricity utility. During the 2010s and 2020s, the economics of solar generation changed substantially as photovoltaic and solar-thermal costs declined. The foundation continued to assess North Africa-Europe transmission options, including a 2020 study promoted in discussions with Italian and Tunisian decision-makers. In 2022 it supported an energy symposium in Rome involving political, commercial, and academic stakeholders.
