Belshina

Belshina, whose name derives from the Belarusian expression for “Belarusian tyre,” is a tyre manufacturer based in Babruysk, Belarus. The company developed as a major industrial project of the Soviet-era Belarusian economy and became one of the country's principal manufacturers of automotive and specialty tyres. Its product range covers passenger cars, light commercial vehicles, trucks, buses, mining trucks, road-construction machinery, tractors and agricultural equipment, as well as other industrial applications. The enterprise was authorized during the development of Belarusian industrial capacity in the 1960s. Construction was sanctioned by a Soviet Council of Ministers decree in March 1963, while a subsequent 1965 resolution provided the framework for the project. Production was introduced in stages. The first recorded Belarusian tyre was produced at the mechanical-services research facility on 31 December 1971 for a BelAZ mining truck with a 27-tonne payload. A farm-tyre plant followed in 1972, the truck and passenger-car tyre plant began output in 1976, and an earthmover-tyre plant was added in 1985. After the dissolution of the Soviet Union, the production association was reorganized. In 1992 it was formally transformed into Belarus Tyre Works Belshina, and the company was subsequently registered as an open joint-stock company in the early 2000s. Its industrial structure and product portfolio continued to reflect Belarus's heavy-equipment and vehicle-manufacturing base, including close links with BelAZ mining trucks and agricultural machinery manufacturers. Belshina produces more than 180 tyre sizes, and more than 90 percent of its output is radial. The European Union added the company to its sanctions regime in December 2021, with Switzerland later aligning its measures; Japan and Ukraine also imposed sanctions in 2022. In March 2024, the General Court of the European Union annulled the company's EU listing, finding that the Council had not sufficiently demonstrated that Belshina was a substantial source of income for the Belarusian authorities or that dismissals associated with a 2020 strike were politically motivated. Belshina was established as part of the Soviet Union's industrial development of Belarus. The project was authorized by a Council of Ministers decree dated 25 March 1963 and followed by a 1965 resolution concerning the construction of a Belarusian tyre works in Babruysk. The location placed the plant within an important Belarusian industrial center and near the country's developing heavy-equipment manufacturing base. Production began in stages rather than through a single plant opening. On 31 December 1971, a research facility belonging to the mechanical-services unit produced the first Belarusian tyre, designed for a BelAZ mining truck with a 27-tonne lifting capacity. A dedicated farm-tyre plant entered service on 31 December 1972. The truck and passenger-car tyre plant began rolling out products on 30 September 1976. On 31 January 1985, an earthmover-tyre plant became the fourth major production unit in the Belshina complex, strengthening the enterprise's specialization in large and heavy-duty tyres. Following Belarusian independence, the former production association was reorganized. In May 1992, the State Committee on Industry of the Republic of Belarus issued a decree converting the Belshina Production Amalgamation into Belarus Tyre Works Belshina. On 26 September 2002, the Mogilev Province Executive Committee adopted a resolution concerning registration of an open joint-stock company, and the enterprise was registered under that form on 27 September 2003. Belshina's later development combined replacement-market products with increasingly specialized radial tyres. In 2010 the company assembled and vulcanized its 100 millionth passenger-car tyre. Beginning in 2013, it developed the Artmotion passenger-car family, Escortera truck and bus line and Bravado light-truck and van line. In 2014, serial production began for Artmotion Spike studded passenger tyres, Astarta crossover and SUV tyres and Forcerra dump-truck tyres. The same period saw the first Galero Agro agricultural tyre and the production of the company's first 18-inch passenger-car tyres. The company broadened its original-equipment and large-tyre capabilities in subsequent years. In 2015 it developed the Bel-295 tyre, sized 225/65 R17, for factory equipment used in Geely vehicles. In 2016 it released the Bel-350, described as its first radial tubeless tyre in size 40.00R57. In 2017 Belshina introduced the Bel-190, a 59/80R63 radial tubeless quarry tyre. With a height exceeding four metres, a tread width of roughly 1.47 metres and a weight of approximately 5.7 tonnes, it represented a major expansion into ultra-large mining tyres. An experimental batch was sent to Russia in 2018 for quarry testing on a 450-tonne BelAZ-75710 dump truck. In 2022 the company produced its first 19-inch passenger tyre, the Astarta SUV Bel-340 in size 255/55 R19. Belshina states that it produces more than 180 tyre sizes and that over 90 percent of its products are radial. It has cooperated with partners in 36 countries and has supplied products for passenger, commercial, mining, construction and agricultural applications. The company also has a public sports connection as a main sponsor of the football club Belshina Bobruisk. Its recent history has been closely connected with Belarusian politics. The United States imposed sanctions on Belshina in 2011 after the post-election crackdown, suspended those measures in 2015 and restored full-scale restrictions in 2021.
