Overview
Unifi Mobile is a Malaysian telecommunications brand and mobile network operator associated with Telekom Malaysia Berhad, the country's national fixed-line and communications incumbent. The service traces its corporate history to Packet One Networks, commonly known as P1, which was founded on 11 February 2002. P1 initially pursued broadband wireless connectivity and became an important early entrant in Malaysia's WiMAX market. In March 2007, it received one of four Malaysian 2.3 GHz spectrum licences intended for nationwide 4G WiMAX deployment. In August 2008, P1 commercially launched WiMAX services, becoming the first company to introduce commercial WiMAX in Malaysia. The business went through several ownership and identity changes as the Malaysian mobile and broadband markets evolved. Telekom Malaysia acquired a 57 percent stake in P1 in March 2014 for RM350 million and announced plans to invest RM1 billion over the following four years. The acquisition brought the wireless business into TM's broader communications portfolio and laid the groundwork for a transition away from the original P1 identity. In April 2016, the operating company was rebranded Webe Digital Sdn. Bhd. The Webe identity was used for a mobile proposition that combined cellular connectivity with TM's wider broadband and digital-services positioning. In May 2017, Moharmustaqeem Mohammed was announced as the company's chief executive, replacing Azizi A. Hady. TM relaunched the mobile service under the Unifi Mobile name in January 2018. The relaunch placed the service alongside TM's established Unifi fixed broadband, television and digital-service offerings, allowing the company to market mobile connectivity as part of a broader converged communications relationship. Unifi Mobile offered both prepaid and postpaid plans and used an annual-contract structure for relevant plans. Its radio access capabilities included LTE and LTE-Advanced, alongside the legacy WiMAX infrastructure inherited from the P1 period. The LTE network used 850 MHz FDD-LTE Band 5, 2300 MHz TD-LTE Band 40 and 2600 MHz TD-LTE Band 38. Some in-building coverage also used Celcom's 2.6 GHz Band 7 network during the period before the roaming arrangement changed. Rather than relying exclusively on a nationwide proprietary radio network, Unifi Mobile supplemented its infrastructure through domestic roaming and network-sharing arrangements. Celcom provided 4G and 2G roaming for the service from 2016 until June 2023. From around mid-2023, Unifi Mobile began using Maxis infrastructure through a 4G Multi-Operator Core Network arrangement covering approximately 6,800 sites and a 2G arrangement involving approximately 10,000 sites, according to the cited reference material. These arrangements enabled the brand to maintain broad national service availability while operating within a more asset-light network model. The corporate structure changed again in 2023. Telekom Malaysia announced in December 2022 that Webe Digital Sdn. Bhd. would be reorganised and renamed TM Technology Services Sdn. Bhd.; the change took effect on 1 March 2023. The Unifi Mobile brand consequently represents the consumer-facing mobile proposition within TM's technology and communications operations, while the legal operating entity has moved beyond the Webe name. In October 2022, Jasmine Lee Sze Inn became Telekom Malaysia's Executive Vice President of Mobile and CEO of Webe, linking mobile-business leadership with the continuing organisational transition. Unifi Mobile's market role is that of a Malaysian converged-connectivity brand rather than a globally distributed telecommunications group. Its offer centres on mobile voice, messaging, mobile broadband and LTE connectivity, supported by domestic roaming and network-sharing partnerships. Its principal strategic distinction is its connection with the wider Unifi ecosystem and TM's fixed broadband base, while its principal operational characteristic is the combination of own…
History
Unifi Mobile's history begins with Packet One Networks, or P1, founded in Malaysia on 11 February 2002. The company focused initially on wireless broadband and later became one of the country's principal early WiMAX operators. In March 2007, P1 received a Malaysian 2.3 GHz spectrum licence, one of four licences awarded for nationwide 4G WiMAX development. It launched commercial WiMAX in August 2008, becoming the first company to offer commercial WiMAX service in Malaysia. During its development, P1 established technology and commercial relationships involving companies such as Alcatel-Lucent, Intel, Oracle, EMC, Fiberail, ZTE, Qualcomm and China Mobile. SK Telecom also announced a strategic alliance in 2010 under which it acquired approximately 25 percent of P1. Telekom Malaysia became increasingly involved in the business before acquiring majority control. TM acquired a 57 percent stake in P1 in March 2014 for RM350 million and announced an intended RM1 billion investment over four years. The transaction integrated the wireless operator more closely with Malaysia's incumbent telecommunications group. In April 2016, P1's corporate identity changed to Webe Digital Sdn. Bhd. The Webe proposition moved the business toward mobile communications and digital services, while the legacy P1 W1MAX offering and wireless assets were progressively complemented by LTE. In May 2017, Moharmustaqeem Mohammed was announced as Webe's chief executive, replacing Azizi A. Hady. TM relaunched the service as Unifi Mobile in January 2018. The new brand connected mobile service with TM's established Unifi ecosystem and offered prepaid and postpaid plans. The service used LTE and LTE-Advanced spectrum in the 850 MHz, 2300 MHz and 2600 MHz ranges. It also used domestic roaming to extend coverage: Celcom provided 4G and 2G roaming from 2016 until June 2023, with some 2.6 GHz in-building coverage during the earlier period. TM later changed the legal and organisational framework around the mobile division. Jasmine Lee Sze Inn was appointed Executive Vice President of Mobile at Telekom Malaysia and CEO of Webe in October 2022. In December 2022, TM announced that Webe Digital would be reorganised and renamed TM Technology Services Sdn. Bhd.; the change took effect on 1 March 2023. From around mid-2023, Unifi Mobile began using Maxis infrastructure for 4G and 2G Multi-Operator Core Network domestic roaming. The brand therefore continues as the consumer-facing mobile identity while its corporate history has progressed from P1 to Webe and then to the TM Technology Services structure.
