Shougang Group

Shougang Group is a large Chinese steel enterprise headquartered in Beijing, with businesses covering steel, mining, trade, real estate, etc. It underwent relocation and adjustment for the Beijing Olympics.

Shougang’s history is rooted in Beijing’s early modern iron and steel industry. The enterprise’s origins are commonly associated with the Shijingshan Steel Plant, established in 1919 in western Beijing. During the twentieth century, the plant expanded with the growth of China’s industrial economy and became a significant producer of iron and steel. Its development helped establish Shougang as one of the capital’s principal heavy-industry employers and industrial institutions. As Beijing grew into a densely populated national capital, the location of a large steel complex increasingly presented environmental, transportation, and land-use challenges. Shougang’s traditional production base was located within an urban area that was undergoing rapid redevelopment. The company consequently pursued a major restructuring and relocation program. Steelmaking capacity was progressively transferred from Shijingshan to Caofeidian in Hebei, a coastal area with better access to ports, imported iron ore, and industrial land. The move was a central feature of Shougang’s modernization strategy and was carried out over the 2000s and early 2010s. The Caofeidian project was developed as a modern integrated steel base and became the principal symbol of Shougang’s transition from an urban steel mill to a geographically distributed industrial group. Relocation also allowed Beijing to reduce heavy industrial activity in the capital and opened the former Shijingshan site to environmental remediation and post-industrial redevelopment. Parts of the former plant area were later used for cultural, commercial, creative, and sporting purposes, giving the old industrial site a second life within Beijing’s urban landscape. Alongside relocation, Shougang broadened its portfolio. The group developed or acquired interests in mining, raw-material supply, steel processing, equipment manufacturing, engineering, logistics, environmental services, property, and related businesses. Its product strategy increasingly focused on specialized and higher-value steels, including automotive sheet, electrical steel, coated products, and other grades requiring tighter quality and process control. These businesses connected Shougang to major Chinese manufacturing industries such as automobiles, appliances, machinery, construction, energy, and transport. Shougang’s corporate system includes multiple operating companies and listed subsidiaries, meaning that individual activities may be conducted under names other than the group brand. Nevertheless, the parent group has remained a state-owned enterprise associated with Beijing municipal state-asset administration. Its strategic responsibilities have included industrial upgrading, employment and regional development, environmental improvement, and the maintenance of supply-chain capabilities in strategically important materials. In recent years, Shougang’s stated development priorities have generally included cleaner production, energy efficiency, emissions reduction, automation, digital manufacturing, research and development, and the production of advanced steel grades. The group’s history therefore combines three linked themes: the growth of a major Beijing steel producer, the relocation of heavy industry from the urban core to a coastal industrial base, and the transformation of a traditional steel enterprise into a diversified and technology-oriented industrial group.

• Electrical steelSpecialty steel

  Electrical steel is designed for magnetic applications in motors, transformers, generators, and related electrical equipment. It is a value-added product whose performance depends on controlled composition, processing, thickness, and magnetic properties.

• Steel wire and long productsLong steel

  The group’s long-product activities include wire and other steel forms used in construction, machinery, transportation, industrial fabrication, and infrastructure. Product specifications vary across subsidiaries and production bases.

• Iron ore and metallurgical raw materialsMining and resources

  Mining and raw-material activities support the group’s integrated steel value chain. They include resource development and related supply-chain functions intended to provide inputs for steel production and improve operational resilience.
