Overview
RTVE, formally Corporación de Radio y Televisión Española, is Spain's national public-service broadcaster. It operates a broad portfolio of television, radio, online, educational and cultural services through the Televisión Española (TVE) and Radio Nacional de España (RNE) divisions. Its domestic television portfolio includes La 1, La 2, Teledeporte, 24 Horas and Clan, while its radio services include Radio Nacional, Radio Clásica, Radio 3, Ràdio 4 and Radio 5. The corporation also operates international television and radio outlets, the RTVE.es digital portal, the RTVE Play streaming platform, the RTVE Institute, and the RTVE Symphony Orchestra and Choir. The present corporation was created on 1 January 2007 under Spain's 2006 State Radio and Television legislation. It replaced the former Ente Público Radiotelevisión Española and took over the activities of the companies Televisión Española, S.A. and Radio Nacional de España, S.A. The change was designed to give the public broadcaster a more autonomous corporate structure while addressing the accumulated financial deficit of the former public entity. RTVE is a state mercantile society wholly owned by the Spanish state, but its governing framework formally distinguishes it from ordinary central-government administration. RTVE's institutional history is much older than the 2007 corporation. Radio Nacional de España began broadcasting in 1937 during the Spanish Civil War and subsequently operated under several state and government departments during the Franco period. Televisión Española transmitted its first regular signal from Madrid in October 1956. Radio and television operations were consolidated as Radiotelevisión Española in 1973, reorganised as an autonomous public body in 1977, and placed under the 1980 Statute of Radio and Television as the Ente Público Radiotelevisión Española. The former commercial radio network Radiocadena Española was incorporated into RTVE's structure in the late 1970s and merged into RNE during the 1980s. RTVE also inherited the audiovisual archives of the NO-DO newsreel service. TVE was Spain's dominant television broadcaster for many decades. Its role changed after the emergence of autonomous-community broadcasters and the liberalisation of the Spanish television market. RTVE nevertheless remains a central institution in national news, sports, cultural programming, children's media, public information and international representation. It has participated in the Eurovision network and European Broadcasting Union since the early decades of Spanish television and radio, and its production activities have supported hundreds of films and other audiovisual works. The corporation is funded mainly through allocations from the General State Budget and charges imposed on private media and telecommunications businesses under Spain's 2009 RTVE financing framework. The system replaced most conventional advertising on domestic public-service channels, although limited sponsorship and other permitted forms of commercial activity remain possible. RTVE's public remit includes universal access, regional and linguistic diversity, cultural preservation, education and editorial independence. In addition to scheduled broadcasting, RTVE has increasingly developed an on-demand and archive strategy. RTVE Play replaced the earlier RTVE a la carta service in 2021, combining live streams, catch-up programming, original digital content and access to parts of the broadcaster's archive. Playz provides digital-oriented programming aimed particularly at younger audiences, while RTVE Play+ extends selected content to audiences in the Americas through a subscription model. The corporation's digital services allow Spanish and international users to access television, radio, news and historical material across multiple platforms.
History
RTVE's roots lie in Spain's state broadcasting system of the twentieth century. Radio Nacional de España was founded on 19 January 1937 in Salamanca during the Spanish Civil War. It initially served the Rebel faction's state communications and propaganda apparatus, then passed through successive administrative arrangements during the Franco dictatorship. Radio broadcasting became a distinct state directorate in 1945, and the Ministry of Information and Tourism assumed responsibility after that ministry was created in 1951. Televisión Española began regular transmissions from Madrid on 28 October 1956. The initial signal reached a very small number of television receivers, but television expanded rapidly and TVE became the country's dominant broadcaster. Radio and television services were formally consolidated in 1973 as the centralised public service Radiotelevisión Española. Further constitutional and administrative changes followed Spain's political transition: RTVE became an autonomous public body in 1977, and the 1980 Statute of Radio and Television established the Ente Público Radiotelevisión Española as the legal public entity responsible for national public broadcasting. The public broadcasting structure continued to expand and change. Radiocadena Española joined RTVE in 1979 and operated a radio network that could carry advertising, unlike the principal RNE services. The NO-DO newsreel archive was incorporated into RTVE around 1980 and the newsreel service was subsequently dismantled. NO-DO's historical material remains under the preservation responsibilities of RTVE and Filmoteca Española. RCE itself was dismantled in the late 1980s, with its stations and services merged into RNE between 1987 and 1989. For many years TVE held a practical television monopoly in Spain. That position changed with the creation of autonomous-community broadcasters, including ETB and TV3, and with the later development of commercial television. RTVE retained a national public-service role while also creating regional production capacity. TVE and RNE centres across Spain produce programming in Spanish and, where relevant, in co-official languages such as Catalan. The present corporation was created by Spain's Law of State Radio and Television of 5 June 2006 and began operating on 1 January 2007. The former Ente Público RTVE and the companies TVE, S.A. and RNE, S.A. were dissolved, while their functions and assets were transferred to Corporación RTVE. The new body was structured as a state-owned public limited company with the Spanish state as its sole shareholder. The reform also changed the appointment framework: the chair was to be selected by the national parliament rather than simply designated by the executive government. A substantial workforce-reduction programme accompanied the restructuring. Governance has remained politically sensitive. RTVE's board is selected through the Cortes Generales, and political deadlock has periodically delayed appointments. In 2018, after parliament failed to agree on a renewed board, Rosa María Mateo became provisional sole administrator. A new board was eventually constituted in March 2021, with José Manuel Pérez Tornero becoming chair. The current board was constituted in December 2024 and is chaired by José Pablo López. RTVE's financing also changed significantly. Under the 2009 RTVE financing framework, the corporation became mainly dependent on state-budget allocations and levies on private media and telecommunications businesses. The framework specified charges on the gross revenues of private free-to-air broadcasters, subscription broadcasters and telecommunications companies. This model was intended to support public broadcasting after the reduction of conventional advertising on domestic public-service channels. The broadcaster has expanded beyond linear transmission. RTVE.es combines news, live feeds, blogs and access to the corporation's catalogue. RTVE Play, introduced in 2021 as the successor to RTVE a la carta, provides live and on-demand television and radio, original digital material and archive content. Playz focuses on online programming for younger audiences, while RTVE Play+ makes selected content available to paying audiences in the Americas. RTVE also operates international radio through Radio Exterior and international television services through TVE Internacional and related channels. Its broader public role includes the RTVE Institute, the RTVE Symphony Orchestra and Choir, cultural preservation, film co-production and participation in European broadcasting institutions.
