PKP Polskie Linie Kolejowe S.A., commonly known as PKP PLK, is Poland's principal railway infrastructure manager and a company within the PKP Group. History
PKP Polskie Linie Kolejowe emerged from the restructuring of Poland's formerly unified national railway enterprise. Around the turn of the 21st century, Poland adopted a model that separated railway infrastructure from train operations and created more scope for private and external operators. In this context, PKP PLK was founded in 2001 as the organization responsible for the railway network, replacing the infrastructure-management functions previously embedded in the single Polish State Railways structure. The new company was designed to manage the network rather than operate most trains. Its responsibilities included maintaining tracks, managing railway land, organizing train movements, preparing timetables, and making infrastructure capacity available to passenger and freight carriers. The separation also affected railway construction. Activities directly connected with construction and major works were not all retained within PKP PLK; instead, the infrastructure manager commissioned projects from specialized contractors through competitive procedures governed by public-procurement law. In November 2015, the first phase of the North Sea–Baltic rail freight corridor was launched. In early 2018, PKP PLK entered into a five-year contract involving Nokia, Herkules, Pozbud, and WASKO for a large GSM-R radio network and mission-critical communications backhaul. The planned deployment covered approximately 13,800 kilometers of GSM-R radio infrastructure and about 11,000 kilometers of backhaul networks, according to the cited reference material.
