Overview
PJSC VimpelCom is a Russian telecommunications operator headquartered in Moscow and best known for operating the Beeline consumer brand. The company was established in 1992 by Russian scientist Dmitry Zimin and American entrepreneur Augie K. Fabela II, who worked together during the formative period of Russia’s mobile-communications industry. VimpelCom initially concentrated on Moscow and the surrounding Moscow Oblast, using AMPS and D-AMPS technology, and introduced the Beeline brand in 1993. The company became one of the principal forces in the expansion of mobile communications in Russia. It began deploying GSM technology in 1997 and expanded GSM service across Russian regions from 2001. Its business subsequently broadened beyond mobile voice and messaging into fixed-line telecommunications, broadband access, enterprise connectivity, data services and related communications products. Through acquisitions, VimpelCom also assembled infrastructure, technology and distribution capabilities in Russia and the wider Commonwealth of Independent States. Notable transactions included Russia-On-Line in 1999, Cityline and EDN Sovintel in 2001, Corbina Telecom in 2006, and a 49.9% interest in Euroset in 2008. The company also acquired or controlled assets associated with Global TeleSystems, SovAm Teleport, GlasNet, SLTMobitel, E-Mobile and Orascom Telecom Holding. VimpelCom was a significant capital-markets company as well as an operating carrier. In 1996, it became the first Russian company to list on the New York Stock Exchange, trading under the symbol VIP. In 2008, it completed a merger with Golden Telecom, strengthening its fixed-line and enterprise presence. The international holding structure later became associated with the VEON group; in 2017, the holding company changed its name from VimpelCom Ltd. to VEON, while the Russian operating company continued to be known as PJSC VimpelCom and the Beeline brand remained central to its Russian activities. The company’s Russian operations were wholly owned by VEON before the separation announced in 2022. On 24 November 2022, VEON announced an agreement to sell PJSC VimpelCom to the operator’s local management team. The transaction was completed in October 2023. Aleksander Torbakhov served as chief executive during the post-transaction period, with Alexander Pankov identified as president. VimpelCom remains a major Russian communications operator, competing principally with Mobile TeleSystems and MegaFon. Its principal commercial identity in the consumer market is Beeline, while the corporate entity supplies the network, operating platform and telecommunications business behind that brand.
History
PJSC VimpelCom was founded in Moscow in 1992 by Dmitry Zimin, a Russian scientist, and Augie K. Fabela II, an American entrepreneur. Their venture emerged during the early development of commercial mobile communications in post-Soviet Russia. The company initially built and operated an AMPS/D-AMPS network in Moscow and Moscow Oblast, where it competed to establish one of the country’s first substantial mobile businesses. In 1993, the company introduced the Beeline brand. Beeline became the principal consumer-facing identity for VimpelCom’s wireless services and later developed into a broad telecommunications brand. VimpelCom began rolling out GSM service in 1997 and expanded GSM networks throughout Russia’s regions from 2001. This transition supported the rapid growth of mobile penetration and helped the company move from a Moscow-focused operator to a nationwide carrier. The company expanded through acquisitions as telecommunications markets consolidated. In 1999, it acquired Russia-On-Line. In 2001, it acquired Cityline and EDN Sovintel, adding capabilities in internet access, fixed communications and related network services. VimpelCom later acquired Corbina Telecom in 2006. Its broader acquisition history also included Global TeleSystems, SovAm Teleport, GlasNet, SLTMobitel, E-Mobile and Orascom Telecom Holding. These transactions reflected an effort to combine wireless, fixed-line, broadband, international and enterprise assets. VimpelCom also played a prominent role in Russian corporate finance. In 1996, OJSC VimpelCom became the first Russian company to list on the New York Stock Exchange, trading under VIP. In 1997, GSM deployment began, and the company continued extending its network and subscriber services across the country. In February 2008, VimpelCom completed its merger with Golden Telecom. Later that year, it purchased a 49.9 percent stake in Euroset, strengthening its retail distribution presence in Russia and the CIS. The company’s international corporate structure changed during the 2010s. In 2010, the VIP ticker was transferred to the international VimpelCom Ltd. holding company. In February 2017, that holding company changed its name to VEON, following the development of a messaging platform under the VEON name. PJSC VimpelCom continued as the Russian operating entity and retained Beeline as its principal market brand. Before the ownership separation, PJSC VimpelCom was wholly owned by VEON. On 24 November 2022, VEON announced an agreement to sell the Russian subsidiary to its local management team. The transaction was completed in October 2023. Aleksander Torbakhov was identified as chief executive, while Alexander Pankov was identified as president. The company’s continuing business is centered on Russian mobile and fixed-line telecommunications, broadband, data connectivity and enterprise services. Its main domestic competitors are Mobile TeleSystems and MegaFon.
