ER-Telecom is a Russian telecommunications holding company that developed from the merger of telephone operator EL-Svyaz and internet service provider Raid-Internet. The company was established in March 2001 and built its business around integrated urban communications networks rather than a single telecommunications product. Its core consumer proposition has historically combined fixed broadband internet, cable and digital television, and fixed or IP-based telephony, while its business portfolio has included connectivity, office communications, videoconferencing, telemetry, and related information and communications technology services. Consumer services have been marketed under the Dom.ru name, including Dom.ru Internet and Dom.ru TV. The company has also supplied IP telephony and other communications services to corporate customers. ER-Telecom was created in March 2001 through the combination of two Perm-based telecommunications businesses: the telephone operator CJSC EL-Svyaz and the internet service provider CJSC Raid-Internet. Both predecessor companies dated from 1997. The merger brought together telephone access, internet provision, and related digital capabilities at a time when Russian regional markets were moving from dial-up access toward broader IP-based communications. The company’s initial services included ordinary telephone connections, corporate IP telephony, IP telephony for individual customers, telephone cards marketed as East-West, and dial-up internet cards branded 2x2. Raid-Internet had already been an early internet provider in its region and had operated the Raid.ru business portal. A major strategic change followed in 2003, when ER-Telecom began construction of a Universal City Telecommunication Network in Perm. The plan was designed to reach approximately 200,000 apartments in the project’s first city and relied on a fiber-to-the-home-oriented architecture. Rather than building separate infrastructure for every service, the company developed a multiservice cable and fiber platform capable of carrying broadband internet, television, telephony, and later-added digital services. Within two years, the network program had expanded to Samara and Volgograd. This network-centered model became the foundation of ER-Telecom’s expansion. The company developed projects in numerous Russian cities, including Saint Petersburg, Chelyabinsk, Izhevsk, Kazan, Kirov, Naberezhnye Chelny, Nizhnekamsk, Nizhny Novgorod, Novosibirsk, Omsk, Orenburg, Penza, Tyumen, Volzhsky, and Yoshkar-Ola, in addition to Perm, Samara, and Volgograd. Its geographic concentration remained principally in central and southern areas of European Russia, although the company described itself as a federal telecommunications operator. The Universal City Telecommunication Network also provided a platform for municipal and social projects. The infrastructure could support applications associated with public safety, healthcare, housing and communal services, and the wider use of information communications in civic life. For households, the company developed bundled services including high-speed internet, cable and DVB-C television, and IP telephony. These consumer offerings became associated with the Dom.ru brand. For corporations, ER-Telecom added home-office connectivity, videoconferencing, telemetry collection, and other communications services. Over time, the holding expanded into digital infrastructure beyond access networks. Linx, with data centers and cloud services in Moscow and Saint Petersburg, became part of the ER-Telecom group. The company also pursued corporate and institutional connectivity projects, extending its role from an internet and television provider toward a broader communications and information-technology platform. In September 2021, ER-Telecom and Rostec established M-Kom, with ER-Telecom owning 75 percent and Rostec 25 percent. In January 2022, M-Kom acquired 75 percent minus one share of AKADO Holding. The transaction represented an expansion through acquisition and increased the group’s presence in the Russian telecommunications sector. Ownership and management descriptions have varied by period. Earlier reference material identified Perm Financial and Industrial Group as the major shareholder and named Evgeniy Pegushin as chairman and Andrey Semerikov as chief executive.
