Empresa de los Ferrocarriles del Estado, commonly abbreviated EFE, is Chile's national railway enterprise and the country's oldest state-run company. Established on January 4, 1884, it was created through the acquisition of railway companies operating the longitudinal railway routes and the Santiago–Valparaíso line. The company subsequently expanded its role by incorporating or acquiring railways associated with northern Chile's nitrate-mining industry. By 1913, EFE's network extended from Iquique in the north to Puerto Montt in the south, making it a central institution in the territorial integration and economic development of Chile. EFE's responsibilities extend beyond running trains. It manages and develops railway infrastructure, coordinates passenger operations through specialized subsidiaries and operating entities, and supports freight services through affiliated companies and concessions. Its network has historically used more than one track gauge: broad gauge of 1,676 mm is associated primarily with the southern railway system, while metre-gauge lines have operated in northern Chile. This technical diversity reflects the separate historical development of Chile's regional railway systems and the country's varied geography. The passenger portfolio includes metropolitan, regional, intercity, branch-line and heritage services. In central Chile, EFE-related operators have provided commuter connections between Santiago and the O'Higgins Region through Metrotrén and related services. The TerraSur intercity service links Santiago with Chillán, while regional trains serve routes such as Talca–Constitución, Victoria–Temuco, Corto del Laja and Biotren in the Biobío area. The Valparaíso Region is served by the Valparaíso Metro, historically operated by Metro Regional de Valparaíso. EFE also supports special and tourism-oriented services, including heritage train operations and the Tren de la Araucanía. In 2025, a pilot commuter service between Llanquihue and Puerto Montt marked the return of passenger rail to Puerto Montt after a long interruption. Ferrocarril del Pacífico operates cargo services in central and southern Chile, while Transporte Ferroviario Andrés Pirazzoli serves freight corridors in the Santiago Metropolitan, O'Higgins and Biobío regions. Northern metre-gauge freight operations are associated with Ferronor, and the Arica–La Paz railway provides a cross-border link toward Bolivia. During the administration of President Ricardo Lagos, EFE undertook its largest investment program to that point. Between 2003 and 2005, approximately US$1 billion was allocated to increasing commuter capacity, improving long-distance services and pursuing the reconnection of Santiago with Puerto Montt through Temuco. The program encountered serious management problems. Newly acquired long-distance trains from Renfe were affected by technical deficiencies, and the Puerto Montt service was suspended shortly after its launch. Government investigations examined alleged corruption and administrative failures and revealed a severe institutional and financial crisis. Since 2018, EFE has undergone a revitalization supported by state investment under the administrations of Michelle Bachelet, Sebastián Piñera and Gabriel Boric. The renewal has emphasized the restoration and modernization of historic routes, improvements to commuter systems and integration with public transport networks in Santiago, Valparaíso and Concepción. History
EFE was established on January 4, 1884, when the Chilean state acquired the companies operating the country's principal longitudinal routes and the Santiago–Valparaíso railway. Its creation consolidated a fragmented railway system under public ownership and gave the state a permanent institutional mechanism for developing national rail transport. The railway was important not only for passenger travel but also for moving minerals, agricultural products, industrial goods and military supplies across Chile's long north–south geography. After its creation, EFE expanded into northern Chile by acquiring railways connected with the nitrate-mining economy. The northern lines differed technically from the southern system, with metre gauge used in several corridors, while broad gauge became characteristic of much of the southern network. By 1913, EFE's network extended from Iquique to Puerto Montt. This period established the company as a major instrument of territorial integration and helped connect ports, mining districts, agricultural regions and growing cities. EFE's network coexisted with other railway initiatives. Some lines were built for specialized purposes, including military infrastructure such as the Puente Alto–El Volcán railway, which was constructed by the Chilean Army, opened in 1914 and later closed in 1985. Cross-border and regional railway links also developed toward Bolivia, Argentina and Peru, although their operating status changed over time. In the modern era, EFE has organized passenger and freight operations through subsidiaries and associated companies. Passenger entities have included Metro Regional de Valparaíso, Ferrocarriles Suburbanos de Concepción, Trenes Metropolitanos and Servicio de Trenes Regionales Terra. Their services have included Valparaíso Metro, Biotren, Corto del Laja, Victoria–Temuco, Metrotrén, TerraSur, Talca–Constitución and other regional operations. Freight-related companies have included Ferrocarril del Pacífico, Transporte Ferroviario Andrés Pirazzoli and northern railway operators such as Ferronor. This structure allows EFE to combine national infrastructure stewardship with regionally focused operating businesses. The most controversial modernization phase occurred during the administration of Ricardo Lagos. From 2003 to 2005, EFE undertook an investment program of approximately US$1 billion to increase commuter capacity, improve long-distance rail and restore a Santiago–Puerto Montt connection through Temuco. The program suffered from poor administration, alleged corruption and procurement or technical problems. Trains purchased from Spain's Renfe reportedly had serious defects, and the renewed Puerto Montt service was closed only months after opening. Government inquiries exposed a deeper institutional crisis and made EFE a prominent example of the risks associated with large public infrastructure programs without adequate oversight. From 2018 onward, EFE entered a revitalization period supported by state investment under successive governments led by Michelle Bachelet, Sebastián Piñera and Gabriel Boric. The strategy focused on renewing old routes, improving suburban rail, linking railway services with urban public transport systems and rebuilding confidence in passenger rail.
