Delhi Metro Rail Corporation Limited, commonly known as DMRC, is an Indian government-owned urban rail company established to develop and operate the Delhi Metro. It is jointly owned by the Government of India and the Government of the National Capital Territory of Delhi. The corporation is headquartered in New Delhi and serves Delhi and surrounding parts of the National Capital Region, including major portions of Haryana and Uttar Pradesh connected to the metropolitan system. DMRC was incorporated in 1995 after years of discussion about a high-capacity rapid-transit system for Delhi. Its mandate extended beyond train operations: the company was created to plan routes, finance and build infrastructure, procure rolling stock and systems, operate passenger services, maintain stations and trains, and manage the commercial and safety requirements of a large urban railway. Construction began in the late 1990s, and the first operational section opened in December 2002 between Shahdara and Tis Hazari. That opening marked the beginning of a network that expanded through successive construction phases and became one of India’s most important public-transport projects. The Delhi Metro’s growth has been organized through phases. Phase I established the initial network, while Phase II substantially increased coverage and connected important residential, commercial and institutional areas. Phase III added further corridors and interchange capacity, including extensions toward satellite cities and high-demand districts. Later expansion programs have focused on filling network gaps, improving connections with regional transport, and extending services into additional parts of Delhi and the National Capital Region. The system includes multiple conventional metro corridors as well as specialized infrastructure such as the Airport Express connection to Indira Gandhi International Airport. DMRC’s public-facing business is the operation of metro trains and stations. Its broader activities include civil construction, railway systems integration, electrical and signaling works, rolling-stock coordination, asset maintenance, fare collection, station management, safety management and transit-oriented commercial development. It has also undertaken consultancy and project-management assignments for metro and urban-transport projects in India and abroad. These activities have made DMRC an engineering and operating institution as well as a passenger-transport brand. The corporation is particularly associated with disciplined project execution, standardized station and systems practices, operational punctuality, and the professionalization of metro construction in India. Former managing director Elattuvalapil Sreedharan became closely associated with the early expansion of the system, although the organization’s work has depended on large teams of engineers, planners, contractors and public agencies. DMRC has also promoted integration with buses, feeder services, parking, pedestrian access and other forms of public transport. The company’s finances combine passenger fares with non-fare revenue and government-supported infrastructure financing. As a public-sector urban railway, it is not a conventional listed consumer brand and does not publish its activities primarily through shareholder-market disclosures. Its importance is instead measured by network development, service availability, ridership, construction delivery and its contribution to mobility in the Delhi metropolitan region. DMRC remains an active public infrastructure organization, with continuing network expansion, asset modernization and consultancy work.

Delhi’s population growth and worsening road congestion created demand for a high-capacity rail-based public-transport system during the late twentieth century. After earlier proposals and planning studies, the Delhi Metro Rail Corporation was incorporated in 1995 as a joint venture of the Government of India and the Government of the National Capital Territory of Delhi. Its institutional purpose was to combine public ownership with a dedicated professional organization capable of planning, building and operating a metropolitan railway. DMRC began construction in the late 1990s. The initial program required extensive underground and elevated civil works, station construction, track installation, electrification, signaling, telecommunications and rolling-stock procurement. The first section, between Shahdara and Tis Hazari, opened in December 2002. This initial service provided a working foundation for later expansion and demonstrated the practical role of metro rail in Delhi’s transport system. The first construction phase established the core corridors. Phase II then expanded the network considerably, reaching more residential areas, employment centers, interchanges and locations outside Delhi’s administrative boundaries. The metro became a regional system rather than a small central-city line, with extensions into satellite cities in Haryana and Uttar Pradesh. The Airport Express Line, developed as a separate high-speed airport connection, opened in 2011 and linked central Delhi with Indira Gandhi International Airport. Further construction under Phase III added new corridors and extensions, improved interchange opportunities and connected previously underserved parts of the capital. The work involved complex underground construction in dense urban areas, elevated viaducts, major stations and integration with existing lines. By this period, DMRC had become one of India’s most prominent public infrastructure organizations and a reference point for other Indian metro projects. DMRC’s responsibilities have consistently included more than passenger operations. It manages train service, station operations, maintenance, safety, signaling and communications, fare collection, passenger information, security coordination and commercial activity at stations. It has also undertaken consultancy, engineering and project-management assignments for metro systems and urban-transport programs outside the Delhi network. The organization’s expertise has therefore been used both as an operator and as a technical adviser. The corporation has operated through successive managing directors and government-appointed leadership, with E. Sreedharan strongly associated with the early construction and expansion period. Its operating model emphasizes standardized engineering, centralized control, timetable discipline, asset maintenance and integration with other modes of transport. Delhi Metro stations have also supported feeder buses, parking, pedestrian links and connections with rail and bus terminals. Subsequent work has focused on network extensions, Phase IV development, modernization and improving regional connectivity. The COVID-19 pandemic caused a temporary suspension of metro services in 2020, followed by a phased resumption under public-health restrictions. The system has continued to evolve as a major component of Delhi’s transport infrastructure. DMRC remains jointly government-owned, unlisted and focused on public mobility, infrastructure delivery and related technical services rather than conventional consumer-brand competition.
