The group’s network strategy emphasized high-speed mobile broadband. In 2009, CSL launched the Next G network, an all-IP HSPA+ service. In 2010, it introduced an LTE and DC-HSPA+ network in partnership with ZTE, positioning the operator among the early adopters of LTE technology. It subsequently launched international LTE roaming with SK Telecom in 2012, Hong Kong’s first VoLTE network in 2013 and its first LTE Advanced network in 2014. In 2013, Telstra and New World Development agreed to sell CSL New World Mobility to HKT. The transaction was approved by Hong Kong’s communications regulator subject to conditions and completed in 2014. During the restructuring, the legal entity formerly known as PCCW Mobile HK Limited was renamed CSL Mobile Limited. The New World Mobility brand was later renamed Sun Mobile, while the CSL name continued as the principal consumer-facing identity for the acquired network business. CSL entered the 5G era in April 2020, becoming one of three Hong Kong operators to launch commercial 5G service at that time. History
CSL Mobile's history begins with Communication Services Limited, incorporated in 1980. The company launched Hong Kong's first public mobile radiotelephone service in 1984 using an NEC Advanced Mobile Telephone System network. It subsequently developed from an analogue mobile operator into a digital cellular and mobile broadband provider, launching GSM in 1993 and GSM 1800 in 1997. In December 1997, it acquired Pacific Link Communications, adding digital cellular, PCS and paging activities. The operator was associated with Hong Kong Telecom during the 1990s. When PCCW acquired HKT in 2000, CSL became part of the PCCW group. PCCW sold 60 percent of CSL to Telstra in February 2001 through the Regional Wireless Company joint venture. Telstra bought PCCW's remaining 40 percent in July 2002, giving Telstra full ownership of the venture. PCCW later returned to mobile communications in 2005 by acquiring SUNDAY and establishing the PCCW Mobile brand. In March 2006, CSL and New World PCS merged to create CSL New World Mobility. The enlarged business operated or supported multiple brands, including CSL, 1010, One2Free and New World Mobility. New World Mobile Holdings subsequently agreed in 2007 to sell its minority interest to its parent, New World Development. The corporate history therefore involved several changes in ownership and legal entities, even though the CSL consumer identity continued across much of the period. Network modernization became a defining part of the brand. CSL launched the Next G all-IP HSPA+ network in 2009. In November 2010, it introduced an LTE and DC-HSPA+ network in partnership with ZTE. The operator followed with international LTE roaming between Hong Kong and South Korea in cooperation with SK Telecom in 2012, Hong Kong's first VoLTE network in 2013 and Hong Kong's first LTE Advanced network in 2014. In December 2013, Telstra and New World Development agreed to sell CSL New World Mobility to HKT, a listed PCCW unit, for approximately US$2.43 billion. Hong Kong's Communications Authority approved the transaction in 2014 subject to conditions. The transaction returned the mobile operation to the HKT-PCCW family. The legal entity formerly known as PCCW Mobile HK Limited was renamed CSL Mobile Limited, although the CSL brand was retained for the mobile business. New World Mobility was later renamed Sun Mobile and operated separately from the principal CSL identity. CSL continued its technology-focused strategy by launching commercial 5G service in April 2020, becoming one of three Hong Kong operators to do so at that point. Its current brand structure encompasses csl, 1O1O and Club SIM.
