CSL expanded its scientific and manufacturing capabilities through work on antivenoms, penicillin, plasma fractionation, blood products, and vaccines. Plasma fractionation began in 1952, creating the foundation for the modern plasma-products business. Later achievements included tetanus and combination vaccines, polio-vaccine production, Rhesus immunoglobulin, and heat-treatment methods intended to reduce the risk of infectious transmission from blood and plasma products. History
CSL was established in 1916 as Commonwealth Serum Laboratories, a body of the Australian government created to develop and manufacture vaccines and other biological products for domestic use. It began operating in Melbourne in 1918 in premises associated with the Walter and Eliza Hall Institute and moved to a purpose-built Parkville site the following year. Under its first director, William Penfold, the laboratory developed production capabilities for vaccines, insulin, antitoxins, and other medical products. The institution faced a major crisis in 1928 when a diphtheria toxin-antitoxin batch was connected with the deaths of twelve children in Bundaberg, Queensland. Reviews concluded that the manufacturing process itself had not caused the contamination, but found that labeling procedures were inadequate. The event became a defining lesson in biological-product regulation and safety. During the same period, CSL began systematic antivenom work with researchers associated with the Walter and Eliza Hall Institute. Antivenom for tiger-snake bites was clinically tested in 1930 and commercially released in 1931. During the 1950s and 1960s, CSL expanded its vaccine, antivenom, and blood-products portfolio. It adopted polio-vaccine production, created polyvalent antivenoms, and developed Rhesus immunoglobulin to reduce the risk of hemolytic disease in newborns. Later, the company pioneered heat-treatment approaches for blood and plasma products designed to reduce infectious risks, including HIV transmission. CSL also participated in the broader scientific and commercial development of human papillomavirus vaccination, which ultimately contributed to Gardasil. The Australian government privatized CSL in 1994. The company was converted into CSL Limited and listed on the Australian Securities Exchange through an initial public offering.
