Overview
Continental Air Defense Command, commonly abbreviated CONAD, was a United States unified combatant command established in 1954 to coordinate the air-defense capabilities of the Army, Air Force, and Navy. Its central mission was to detect and respond to a possible Soviet air attack against the continental United States. During the command's principal period of operation, the most immediate threat was a raid by Soviet long-range bombers carrying nuclear weapons. CONAD therefore sought to provide enough warning for Strategic Air Command bombers to launch a retaliatory force before their bases could be destroyed, while also directing fighter-interceptor and surface-to-air-missile operations against attacking aircraft. The command was created during a period when American air defense was divided among several organizations. The Air Force operated interceptor squadrons, radar networks, and the developing Semi-Automatic Ground Environment system; the Army operated antiaircraft artillery and Nike surface-to-air missiles; and the Navy supplied forces through Naval Forces Continental Air Defense Command. Alaska, northeastern Canada, Greenland, and offshore radar systems also formed part of the wider warning architecture. CONAD was intended to place these capabilities under the operational direction of one commander during an air-defense emergency, while leaving much of the services' administrative organization intact. Its weapons and sensors reflected the technology of the Cold War. Air-defense weapons included crewed interceptor aircraft, Army Nike Ajax and Nike Hercules missiles, and the United States Air Force CIM-10 BOMARC missile. Some BOMARC missiles carried W-40 nuclear warheads, illustrating the scale and destructive potential of the strategic air-defense mission. The command also relied on a geographically distributed warning system that included the Pinetree Line across Canada, seaward radar extensions, airborne early-warning aircraft, Texas Tower installations, and increasingly sophisticated computerized command-and-control centers. CONAD's responsibilities expanded beyond conventional aircraft defense. It became involved in planning for intercontinental ballistic missile warning, defense against missiles launched from ships or submarines, and the tracking of objects in space. In 1960 it received operational command of the Space Detection and Tracking System, incorporating Project Space Track and the Naval Space Surveillance System. The development of NORAD in 1957 added a permanent binational framework for the defense of North America and integrated the headquarters of CONAD with the Royal Canadian Air Force's air-defense command. CONAD nevertheless continued to exist as the United States command within the broader North American arrangement. The command moved from Ent Air Force Base to the Chidlaw Building in Colorado Springs in 1963. Its operations were later connected with the underground command and warning facilities at Cheyenne Mountain, which became operational in 1966. As the strategic threat shifted from bomber raids toward ballistic missiles and space systems, the United States reorganized its air-defense institutions. Aerospace Defense Command became the principal United States Air Force component of NORAD, while CONAD itself was disestablished on June 30, 1975. Its final commander, General Lucius D. Clay Jr., continued as commander-in-chief of NORAD, and many former CONAD functions were carried forward through combined NORAD and Aerospace Defense Command organizations.
History
The concept of a unified continental air-defense command emerged after the United States created an independent Air Force in 1947. The postwar air-defense system was divided among Air Force radar and interceptor organizations, Army antiaircraft formations, and supporting naval and Canadian forces. The outbreak of the Korean War and the prospect of increasingly capable Soviet bombers intensified concern that a surprise attack could destroy Strategic Air Command aircraft on the ground. Early warning and coordinated control were therefore treated as essential elements of the national nuclear strategy. The Air Force established Air Defense Command in 1950, while the Army developed its own antiaircraft command and Nike missile system. A joint command proposal was initially resisted by the Air Force, but the Joint Chiefs of Staff continued to press for a structure that could coordinate the services during an attack. In August 1954, the Joint Chiefs directed that CONAD be established, effective September 1. General Benjamin Chidlaw became its first commander, and the Air Force served as the executive agency. The initial organization combined Air Force Air Defense Command, Army Antiaircraft Command, and Naval Forces Continental Air Defense Command. CONAD's operational authority included directing the tactical air battle, controlling fighter forces, setting alert conditions, positioning early-warning units, and deploying combat forces. Its mission was not limited to physically destroying hostile aircraft. Under the Eisenhower administration's New Look strategy, the command's warning function was especially important because it was expected to buy time for Strategic Air Command to launch a retaliatory force. Its technical infrastructure grew rapidly, including radar stations, command posts, fighter-interceptor squadrons, Nike missile units, and the Semi-Automatic Ground Environment system. The prototype IBM AN/FSQ-7 Combat Direction Central was used in the development of computerized air-defense control. A 1956 reorganization separated the CONAD staff from the headquarters staff of Air Defense Command and changed CONAD's terms of reference to give it a more clearly joint-task-force character. The command also acquired responsibility for air-defense systems in Alaska and northeastern Canada. Planning during the late 1950s increasingly focused on intercontinental ballistic missiles, sea-launched missiles, and the limitations of bomber-warning systems. Requirements for a Ballistic Missile Early Warning System followed this reassessment of the strategic threat. At the same time, CONAD planned defenses around major Strategic Air Command base complexes and evaluated radar deployments in Mexico and other areas where gaps existed. North American cooperation became institutionalized in 1957. CONAD advised relevant agencies that the North American Air Defense Command, or NORAD, would begin operating at Ent Air Force Base on September 12, 1957. NORAD combined the United States and Canadian air-defense headquarters and gave early warning and protection of North American retaliatory forces a binational command structure. CONAD remained the United States continental command within this broader arrangement. Its headquarters functions were progressively integrated with NORAD, and General Earle E. Partridge became the first commander-in-chief of NORAD under the new arrangement. The command's scope broadened into space surveillance. In November 1960, CONAD received operational command of the Space Detection and Tracking System, including Project Space Track and the Naval Space Surveillance System. In 1962 it staffed an alternate command post at Richards-Gebaur Air Force Base. Headquarters moved from Ent Air Force Base to the Chidlaw Building in Colorado Springs in 1963, and the CONAD and NORAD offices were consolidated that year. The command's warning and battle-management functions later became closely associated with the Cheyenne Mountain Complex, whose command and missile-warning facilities became operational in 1966. During the 1960s and early 1970s, the strategic balance reduced the importance of some bomber-defense systems while increasing the significance of missile warning, space surveillance, and ballistic-missile defense. The BOMARC alert mission ended in 1972, and most Nike missile sites in the continental United States closed during the 1974 Project Concise drawdown. The Safeguard anti-ballistic-missile system became operational at the end of CONAD's existence. On June 30, 1975, CONAD was disestablished. Aerospace Defense Command became the principal United States Air Force component of NORAD, while personnel, warning systems, space-surveillance responsibilities, and other functions were redistributed among successor organizations. Further reorganizations in 1979–1982 transferred or consolidated these duties into Air Defense, Strategic Air Command, Air Force Communications Service, and Air Force Space Command structures.
