Overview
Charter Place was a shopping centre in central Watford, Hertfordshire, England. It occupied a prominent town-centre site adjoining the larger Harlequin Shopping Centre, which was later known as Intu Watford and Atria Watford. Unlike the better-known Harlequin centre, Charter Place was a separate retail property with its own identity and ownership history. The site had been considered for redevelopment for several decades. Discussions in 1962 included proposals for a bowling alley and residential accommodation, indicating that the area was already viewed as an important opportunity for reshaping Watford town centre. The development eventually proceeded alongside the clearance of a Sainsbury's store on Queen's Road in 1983. The project retained Queen's Road as a pedestrian route and incorporated renovation of listed high-street buildings, reflecting an attempt to combine modern retail development with elements of the existing urban fabric. Charter Place was subsequently operated as a shopping-centre destination in central Watford. Its later history became closely tied to the neighbouring Harlequin centre. In April 2013, Intu Properties acquired the adjoining Charter Place shopping centre from Watford Borough Council. The acquisition enabled Intu to pursue a larger, integrated retail and leisure expansion rather than maintain Charter Place as an isolated centre. Planning permission was granted in 2014 for the demolition of Charter Place and its replacement with a mixed-use extension to the Intu Watford complex. The approved scheme included 16 retail units, a new department store, 11 restaurants and a nine-screen Cineworld cinema, including an IMAX auditorium. Demolition began in November 2015. The redevelopment culminated in the opening of a new Debenhams store in September 2018. The completed extension added approximately 400,000 square feet, taking the wider shopping centre to approximately 1.15 million square feet. Charter Place therefore ceased to function as an independent shopping-centre brand during the redevelopment. Its physical site was absorbed into the larger retail destination rather than continuing under the Charter Place name. The wider centre later passed through Intu's financial difficulties and ownership restructuring. Intu Properties entered administration in June 2020, after which an Intu-related subsidiary, Intu SGS, was expected to take control of several centres, including the Watford property, with Global Mutual as asset manager and Savills as property manager. The broader centre was renamed Atria Watford in March 2021 and later reverted to the Harlequin Watford name in July 2025; those later names belong to the successor or expanded centre, not to Charter Place itself.
History
Charter Place was developed as part of the long-running modernization of Watford town centre. In 1962, proposals for the site reportedly included a ten-pin bowling alley and 130 flats, showing that redevelopment ambitions extended beyond conventional retail. A Sainsbury's store on Queen's Road was acquired and demolished in 1983 to make room for the centre and an associated warehouse. The development also renovated listed high-street buildings and retained Queen's Road as a pedestrian cross-route through the town. Charter Place became an established shopping centre in central Watford and operated next to the larger Harlequin Shopping Centre. Its later commercial history was transformed in April 2013, when Intu Properties acquired the centre from Watford Borough Council. Intu's strategy was to remove the physical separation between the two properties and create a substantially expanded retail and leisure destination. Planning approval followed in 2014. The scheme called for Charter Place to be demolished and replaced with a mixed-use extension containing 16 retail units, a new department store, 11 restaurants and a nine-screen Cineworld cinema, including an IMAX screen. Demolition started in November 2015. A new 86,000-square-foot Debenhams store opened in the extension on 27 September 2018, and the overall expansion added about 400,000 square feet. The enlarged centre reached roughly 1.15 million square feet. The redevelopment ended Charter Place's independent existence as a shopping-centre brand. Its site became part of the expanded neighbouring complex rather than continuing under its former name. The successor centre experienced further corporate change when Intu Properties entered administration in June 2020. Intu SGS was expected to assume control of the Watford property and other centres, while Global Mutual was identified as asset manager and Savills as property manager. The broader destination was renamed Atria Watford in March 2021 and later returned to the Harlequin Watford name on 3 July 2025. These later identities describe the successor or expanded centre and should not be confused with the defunct Charter Place centre.
