ABC NewsRadio

ABC NewsRadio is the Australian Broadcasting Corporation's continuous news radio service. It combines rolling national and international news with live coverage of the Australian Parliament and selected sports and public-affairs programming. The service is designed as a national information network rather than a conventional music or talk station, and it operates across a mixture of AM and FM transmitters, digital radio, digital television, satellite, selected subscription-television platforms, the ABC website and the ABC Listen app. The service grew out of the ABC's statutory responsibility to broadcast parliamentary proceedings. Australian legislation passed in 1946 required the ABC to carry live proceedings when Parliament was sitting. Initially, parliamentary broadcasts were placed on the ABC's main national radio network, which disrupted ordinary programming. In August 1988, the ABC created the Parliamentary Broadcasting Network, a dedicated network using AM transmitters in state capitals and in Newcastle and Canberra. This provided a more practical distribution system for the legally required broadcasts. A major transformation occurred in 1994. Following an inquiry into parliamentary broadcasting and an ABC proposal to use the dedicated network for news outside sitting periods, the Parliamentary and News Network was launched on 15 August 1994. The new service supplied continuous news when Parliament was not in session while retaining the parliamentary role of the underlying network. It was for a period promoted as ABC NewsRadio on the Parliamentary and News Network, before the longer designation was gradually dropped. Coverage expanded to Darwin in March 1997, completing availability in all Australian capital cities. During the late 1990s and early 2000s, ABC NewsRadio developed from a primarily terrestrial radio service into a multiplatform news operation. Its weekly reach grew strongly during the 1996–97 financial year, and online audio streaming began in September 2001. In 2002, the service continued to provide news programming online while the terrestrial network carried parliamentary proceedings. The network also expanded to the Gold Coast, its first new coverage area in several years. A broad AM/FM transmission program between 2006 and 2009 was intended to increase population coverage substantially. Digital radio and other digital distribution channels were added from 2009, initially in capital cities and later in regional Australia. ABC NewsRadio's format remains centered on live, rolling coverage. It draws on ABC News resources and generally broadcasts live across Australian time zones rather than delaying programs for local schedules. Breaking news can interrupt the normal timetable, while live parliamentary proceedings take priority on the terrestrial network. When parliamentary broadcasts are unavailable on particular platforms, news programming may continue through online, digital-radio and app-based feeds. Parliament coverage is also subject to platform-specific restrictions: proceedings are carried on the AM/FM network, while alternative digital and online services can continue news programming during those periods. The service may relay selected BBC World Service material and, in some states, carries Australian Football League and National Rugby League matches at weekends. In November 2016, the ABC announced that ABC NewsRadio and the television service ABC News 24 would be presented under the broader ABC News brand from April 2017. The radio service was described through contextual labels such as ABC News on radio, but the ABC NewsRadio name returned in 2018. Today, ABC NewsRadio remains an active national public-service news network, distributed through a large Australian transmitter footprint as well as internet and digital platforms. Its distinctive role is the combination of continuous news, emergency and breaking-news capability, and constitutional or parliamentary broadcasting responsibilities.

ABC NewsRadio's institutional history begins with the Australian Broadcasting Corporation's parliamentary broadcasting obligation. The Parliamentary Proceedings Broadcasting Act 1946 required the ABC to broadcast proceedings live when the Australian Parliament was sitting. Parliamentary broadcasting began on 10 July 1946 with coverage of Question Time under the government of Ben Chifley. For many years, these broadcasts were placed on the ABC's single national radio network, and the ABC repeatedly noted that parliamentary interruptions affected its ordinary programming. The network arrangement changed in August 1988, when the Parliamentary Broadcasting Network was established under the National Metropolitan Radio Plan. The PBN used dedicated AM transmitters in each state capital, as well as Newcastle and Canberra, to carry parliamentary proceedings. Although it became the technical and distributional foundation for the later news service, the parliamentary network retained its separate statutory identity. An inquiry into parliamentary broadcasting produced an interim report in May 1994 that supported the ABC's proposal to use the PBN for news programming whenever Parliament was not sitting. On 15 August 1994, the Parliamentary and News Network was launched. It provided continuous news on the PBN frequencies while preserving the network's parliamentary function. The service was commonly associated with the name ABC NewsRadio on the Parliamentary and News Network, although the extended wording was eventually abandoned. Expansion to Darwin in March 1997 completed coverage in all Australian capital cities. The late 1990s and early 2000s brought substantial audience and technological growth. During the 1996–97 financial year, the ABC reported particularly strong growth for ABC NewsRadio, with national weekly reach increasing to 397,000 listeners, a 44.9 percent rise. Internet streaming began in September 2001. From 2002, the service could continue news programming online while the terrestrial network carried parliamentary proceedings. The Gold Coast was added as a further coverage area in the same broad period. Transmission development continued through the 2006–09 period, when the ABC expanded AM/FM coverage with the stated objective of increasing population coverage from approximately 78 percent to approximately 95 percent. Digital distribution began from 2009, first through DAB+ in capital cities and later through regional services. The service also became available through digital television, VAST satellite, selected pay-TV platforms, the ABC website and the ABC Listen app. ABC NewsRadio's operating model is unusual because it combines a standard rolling-news service with a legally significant parliamentary feed. It broadcasts every sitting of the House of Representatives and Senate on the AM/FM network, as well as a delayed evening broadcast of parliamentary Question Time. Parliamentary coverage takes precedence over ordinary terrestrial programming. During those periods, news programming can continue through online, digital-radio and app-based feeds, subject to platform and location arrangements. The service draws on the wider ABC News operation, can relay BBC World Service material, and carries selected AFL and NRL matches in some states on weekends. In 2017, the service was temporarily incorporated into a broader ABC News presentation. The ABC announced in November 2016 that ABC NewsRadio and ABC News 24 would be rebranded simply as ABC News, with radio and television distinguished by descriptive context. The ABC NewsRadio identity was restored in 2018. The service remains an active Australian public broadcaster offering continuous news and parliamentary coverage over terrestrial, digital and internet platforms.
