Overview
China Metallurgical Group Corporation (CMGC) is a Chinese state-owned enterprise headquartered in Beijing and focused on engineering contracting, metallurgical construction, industrial infrastructure, resource development, and mining. Its historical identity is closely associated with the construction and modernization of steelworks, smelters, and other large industrial facilities. The group’s capabilities extend across the engineering, procurement, and construction chain, allowing it to design and deliver complex projects rather than operate solely as a conventional construction contractor. CMGC’s business scope includes the construction of metallurgical and industrial plants, including steel-production and smelting facilities; infrastructure such as railways, highways, power systems, and environmental installations; and the development of ferrous and non-ferrous mineral resources. These activities place the group at the intersection of China’s metals, infrastructure, engineering, and mining industries. Its project model commonly combines technical design, equipment and construction coordination, civil works, commissioning, and related project management. The group conducts business in China and has also undertaken projects in international markets. Overseas activity reflects the export of Chinese engineering and construction capabilities as well as participation in resource-development projects. Mining and resource development complement the group’s engineering base by giving it exposure to the upstream supply of metals used by industrial and infrastructure customers. CMGC operates commercially to a significant extent through Metallurgical Corporation of China Limited (MCC), a listed subsidiary established in 2008 and listed on both the Shanghai Stock Exchange and the Hong Kong Stock Exchange in 2009. MCC carries out much of the group’s construction, engineering, and mining activity in China and abroad. As reported for 2025, CMGC held a controlling 64.18 percent interest in MCC, making the listed company the principal public-market platform associated with the group. A major organizational change occurred on December 8, 2015, when CMGC was merged into China Minmetals Corporation. The transaction made CMGC a wholly owned subsidiary of Minmetals and formed part of a wider restructuring of China’s central state-owned enterprises. Following that restructuring, CMGC continued as a major metallurgical engineering and resource-development enterprise within the Minmetals group rather than as an independent central state-owned group. The brand’s positioning is therefore institutional and project-led rather than consumer-facing. CMGC is associated with large-scale industrial delivery, metallurgical expertise, resource access, and the ability to coordinate complex engineering projects. Its principal customers and counterparties are governments, industrial companies, mining enterprises, infrastructure owners, and other large organizations. Public information supplied for this dossier does not identify a current executive roster, specific founding year, or independently reported financial figures for CMGC itself.
History
The history of China Metallurgical Group Corporation (MCC) reaches back to 1948, before the liberation of Northeast China, when factory protection teams and repair units were organized at Anshan Iron and Steel and Fushun mines. After the founding of the People's Republic of China, these units were consolidated into New China's first metallurgical construction force, which took part in the restoration and expansion of Anshan Iron and Steel. Over the following decades, MCC's predecessors built almost all of China's large and medium-sized steel plants, including Wuhan Iron and Steel, Baotou Steel, Taiyuan Steel, Panzhihua Steel, and Baosteel, establishing themselves as the pioneer and main force of China's iron and steel industry. In the process, the company developed its own research, survey, design, and construction teams. In 2008, Metallurgical Corporation of China Limited (中国冶金科工股份有限公司) was established as the commercial arm of the group. In 2009, the company listed on both the Shanghai Stock Exchange (A-shares, 601618) and the Hong Kong Stock Exchange (H-shares, 01618), giving it access to domestic and international capital markets. The listed company carries out the majority of the group's construction, engineering, and mining projects in China and internationally. On December 8, 2015, China Metallurgical Group Corporation was merged into China Minmetals Corporation, becoming a wholly owned subsidiary of Minmetals as part of a broader restructuring of central state-owned enterprises. As of 2025, CMGC holds a controlling 64.18% stake in the listed MCC. In recent years, MCC has accelerated its transformation and upgrading. Building on more than 70 years of technological and qualification advantages across the full steel metallurgy process and industrial chain, the company has consolidated its metallurgical business, optimized its housing construction business, and expanded its infrastructure business, accumulating rich experience in housing construction, municipal infrastructure, rail transit, and urban renewal. It has formed a diversified business system described as "one core, two main bodies, five characteristics" (一核心两主体五特色): metallurgical construction as the core; industrial construction and basic infrastructure as the two main bodies; and engineering services, new materials, high-end equipment, energy and environmental protection, and digital-intelligent applications as the five distinctive segments. The company has strong scientific research capabilities. As a national innovative enterprise, it has 25 national-level science and technology R&D platforms, more than 56,000 valid patents, and has received 92 China Patent Awards since 2009 (including three consecutive China Patent Gold Awards from 2015 to 2017). Since 2000, it has won 58 National Science and Technology Awards, published 73 international standards and 670 national standards. It employs more than 60,000 engineering and technical personnel, including one academician of the Chinese Academy of Engineering, 10 national engineering survey and design masters, and 2 experts of the National Hundred, Thousand and Ten Thousand Talent Project. It also has 3 winners of the China Skills Award, 3 gold medalists at the WorldSkills Competition, 86 national technical experts, and 10 national-level skilled master studios. MCC holds industry-leading qualifications, including 4 comprehensive Grade A engineering design qualifications and 50 special-grade general contracting qualifications for construction. A total of 149 projects have won the China Construction Engineering Luban Prize (National High-Quality Engineering), 318 projects have won the National High-Quality Engineering Award, 32 projects have won the China Civil Engineering Zhan Tianyou Award (including participation), and 1,648 projects have won the Metallurgical Industry Engineering Quality Excellence Award (including participation). Globally, MCC has established 140 overseas institutions in 54 countries and regions, mainly along the Belt and Road in Southeast Asia, South Asia, Central Asia, the Middle East, and Africa. Domestically, its secondary institutions and contracted projects basically cover all 31 provinces, autonomous regions, and municipalities. The company anchors itself to the strategic positioning of "leader in international metallurgical construction and vanguard in national new industrialization and new urbanization," and is promoting a deep transformation from "scale-driven" to "value creation."
