"summary": "Shabtai Levi Home (Beit Shabtai Levi) is an Israeli nonprofit association that operates an emergency center for young children in Haifa. The home consists of three units: an internal emergency unit, an external emergency unit, and a mothers' unit. It was founded in the 1940s to establish a day care center for the children of soldiers of the Jewish Brigade. Shabtai Levi, the first Jewish mayor of Haifa, allocated the plot. The day care center operated until 1999.\n\nIn the 1950s, in response to a request from the Ministry of Welfare, the association opened a recovery home for infants, for sick infants from the transit camps (ma'abarot). Later, the ministry requested the opening of a boarding school for infants and young children. Subsequently, a team of social workers began working at the boarding school, followed by a team of psychological and paramedical workers. These teams brought about changes in approaches to the treatment of children and attitudes toward their families.\n\nIn 1995, the emergency center was established. It is the only center in the country specializing in early childhood. In 1998, the satellite families project was opened, which integrated children and foster families with the therapeutic team of Shabtai Levi Home. In 2006, the project was discontinued and transferred to an association specializing in foster care services under the Ministry of Welfare. In 2004, the trend of development and community vision continued, and the Unit for the Well-being of the Child (היחידה לשלום הילד) was transferred to the management of the association. This unit provides community services to about forty families. In the same year, the mothers' unit was opened, providing intensive treatment for 14 months for mothers with rehabilitation potential and their children.\n\nThe internal emergency center for children up to age seven was established in December 1995. Until 2005, the emergency center also treated infants and toddlers up to age two. In the last six years, the age range has been two to seven. Until 2018, hundreds of children were treated at the emergency center, most from the Northern District, though children from other districts in need of treatment are also accepted. The center's team consists of a group of caregivers, most of them students in therapeutic professions who treat the children directly. The psychosocial team consists of veteran and experienced social workers in the field of early childhood treatment and a clinical psychologist. Students from the University of Haifa (from the conversion program toward a master's degree in social work) receive their practical training within the center.\n\nThe children treated are young, from two to seven, who often suffer from severe neglect, severe health and physical conditions, severe emotional and behavioral problems manifested in tantrums, violence toward themselves, other children and staff, depression, and avoidance of contact with adults. All children staying at Shabtai Levi Home are there under a court order. In recent years, the profile of absorbed children is very complex: children who have been sexually abused within their family and sexually abuse others, children treated with psychiatric medications, children with complex organic defects combined with primary and deep emotional deprivation.\n\nTwo types of families can be seen whose children are treated at the emergency center: one - young families, some of them immigrants for whom this is their first family crisis, sometimes close to their immigration to Israel; sometimes they are not even known to welfare services. The second - families known to welfare services, suffering from severe and extensive functioning problems and who have been in various therapeutic frameworks in the community.\n\nThe removal of young children from their homes and their disconnection from their parents are considered powerful traumatic factors.",

Until 2018, hundreds of children were treated at the emergency center, most from the Northern District, though children from other districts in need of treatment are also accepted.\n\nThe external emergency center (the Unit for the Well-being of the Child) was established in 1989 by the Hannah Khoushy Institute for Child Development at the Bnai Zion Medical Center, in cooperation with the Welfare Department of the Haifa Municipality. The Unit for the Well-being of the Child was established to treat children at risk and their parents. In 2004, the Unit for the Well-being of the Child was transferred to the management of the Shabtai Levi Home association. While in the first years after its establishment, the Unit for the Well-being of the Child treated children from the city of Haifa only, as of 2018, the unit treats children and their parents defined as high-risk from the entire Northern District.\n\nIn order to make the service more accessible to the population that has difficulty reaching Haifa, a branch was opened in 2011 in Pardes Hanna, which provides a response to children and families in the area. In addition, in 2016 a branch was opened in the city of Karmiel.\n\nThe mothers' unit is a therapeutic unit for mothers and their children, intended for mothers, usually young, single-parent, who have been ejected from neglectful and abusive families. Until the birth of their first baby, in most cases these mothers belonged to the group defined as girls in distress. The characteristics of most of these girls are a lack of life skills and parenting skills. Most mothers in this group are unable to raise their children without extensive support, in the absence of support from their partner and their families of origin. Despite their desire to raise their children and even to correct in their motherhood the wrongs they experienced in their childhood, they do not succeed in raising their children to the point of putting them at risk.",
